【摘要】：隨著全球化趨勢的進(jìn)一步加強(qiáng),世界各國都將經(jīng)濟(jì)發(fā)展作為首要目標(biāo),無論是國際貿(mào)易還是國內(nèi)經(jīng)濟(jì)發(fā)展,交通運(yùn)輸?shù)闹匾匀找嫱癸@。同時,針對于龐大的交通運(yùn)輸?shù)木W(wǎng)絡(luò),如何建立高效的管理體制,讓其有條不紊的運(yùn)行,使其達(dá)到最大的效率也是重中之重的問題。因此交通運(yùn)輸管理體制在某種程度上直接影響一個國家的各行各業(yè)的發(fā)展,如果一個國家沒有具備一個完善的交通運(yùn)輸管理體制,就很難得到經(jīng)濟(jì)的穩(wěn)定發(fā)展。自從哈薩克斯坦獨立以來,國家對交通運(yùn)輸建設(shè)重新重視,哈薩克斯坦的交通運(yùn)輸行業(yè)得到了空前的發(fā)展。但是與此同時,也出現(xiàn)了一系列的交通運(yùn)輸管理方面的問題,制約著經(jīng)濟(jì)和社會的進(jìn)一步發(fā)展。目前,哈薩克斯坦交通管理與運(yùn)輸部是哈薩克斯坦政府設(shè)立的專門管理并統(tǒng)籌全國各地交通運(yùn)輸系統(tǒng)的部門,政府對交通運(yùn)輸業(yè)施行分散化管理能否轉(zhuǎn)化到集中化管理是衡量綜合交通運(yùn)輸管理水平的重要指標(biāo)。目前,受規(guī)劃、政策、技術(shù)、管理等方面的制約,哈薩克斯坦多種運(yùn)輸方式呈分散式管理的特征。運(yùn)輸管理體制方面存在中央政府、省級及地方政府權(quán)力與職責(zé)不確定、服務(wù)職能模糊以及沒有完善的分工體系等問題。哈薩克斯坦交通運(yùn)輸管理體制還有很多問題亟待解決,本文在學(xué)習(xí)借鑒其他國家的先進(jìn)管理體制經(jīng)驗基礎(chǔ)上提出完善現(xiàn)有交通運(yùn)輸管理體制的對策思路,使得哈國的交通管理得到發(fā)展。同時對哈薩克斯坦的交通運(yùn)輸管理改革有建設(shè)性的意義。
[Abstract]:With the further strengthening of the trend of globalization, countries all over the world take economic development as the primary goal. Whether international trade or domestic economic development, the importance of transportation is becoming increasingly prominent. At the same time, in view of the huge transportation network, how to set up the efficient management system, let it run methodically, make it achieve the maximum efficiency is also the most important problem. Therefore, the transportation management system directly affects the development of various industries in a country to some extent. If a country does not have a perfect transportation management system, it is difficult to obtain stable economic development. Since the independence of Kazakhstan, the state has paid more attention to the construction of transportation. But at the same time, there are a series of transportation management problems, which restrict the further development of economy and society. At present, the Ministry of Traffic Management and Transport of Kazakhstan is a special department established by the Government of Kazakhstan to manage and coordinate the transportation system throughout the country. It is an important index to measure the level of integrated transportation management that the government can transform the decentralized management of transportation industry into centralized management. At present, under the constraints of planning, policy, technology and management, various modes of transport in Kazakhstan are characterized by decentralized management. There are some problems in transportation management system, such as the central government, the power and responsibility of provincial and local governments, the ambiguity of service function and the lack of perfect division of labor system. There are still many problems to be solved in Kazakstan's traffic and transportation management system. On the basis of learning from the experience of other countries' advanced management system, this paper puts forward some countermeasures to perfect the existing traffic and transportation management system. So that Kazakhstan's traffic management has been developed. At the same time, Kazakhstan's traffic management reform has constructive significance.
