港口軟實(shí)力評(píng)價(jià)研究

【摘要】:我國(guó)港口吞吐量、前十大集裝箱碼頭等港口硬實(shí)力,世界排名早已名列前茅。但是,我國(guó)港口還沒有成為世界公認(rèn)的國(guó)際航運(yùn)中心,究其原因是我國(guó)港口軟實(shí)力太軟。港口核心競(jìng)爭(zhēng)力包括港口硬實(shí)力和港口軟實(shí)力。其中,硬實(shí)力是可以通過建造港口、購置設(shè)備等手段提高的,是可以模仿、可以超越的;而軟實(shí)力則是一種無形的吸引力,是無法模仿和超越的。 在經(jīng)濟(jì)全球化的大背景下,港口與腹地的關(guān)系越來越密切,與運(yùn)輸供應(yīng)鏈上下游環(huán)節(jié)的關(guān)系越來越強(qiáng)調(diào)無縫對(duì)接,港口之間以及港口與相關(guān)物流活動(dòng)之間的互動(dòng)性增強(qiáng),即港口與其所處的經(jīng)濟(jì)環(huán)境關(guān)系密切。港口軟實(shí)力體現(xiàn)了港口對(duì)經(jīng)濟(jì)環(huán)境變化的反應(yīng)和適應(yīng)能力,更主要的是體現(xiàn)了港口對(duì)外的一種吸引力?茖W(xué)的評(píng)價(jià)港口軟實(shí)力是提高其軟實(shí)力水平的基礎(chǔ)。 本文通過對(duì)港口軟實(shí)力構(gòu)成要素的分析,從港口管理力、決策力、服務(wù)力、生產(chǎn)力、文化力、可持續(xù)發(fā)展力六個(gè)方面建立港口軟實(shí)力評(píng)價(jià)指標(biāo)體系。選用數(shù)據(jù)包絡(luò)分析方法建立極效率DEA (Data Envelopment Analysis)評(píng)價(jià)模型,對(duì)港口軟實(shí)力做績(jī)效評(píng)價(jià)。極效率DEA模型能有效地區(qū)分出有效(績(jī)效值1)決策單元之間的差異,可以對(duì)所評(píng)價(jià)決策單元進(jìn)行有效排序。 在理論研究的基礎(chǔ)上,本文選取國(guó)內(nèi)外典型的12個(gè)港口,包括鹿特丹港、漢堡港、新加坡港、釜山港、香港港、高雄港、上海港、寧波港、大連港、青島港、廣州港、鹽田港做港口軟實(shí)力評(píng)價(jià)實(shí)證分析,利用投入產(chǎn)出模型,將港口軟實(shí)力評(píng)價(jià)指標(biāo)體系轉(zhuǎn)化為輸入輸出表的形式,應(yīng)用極效率DEA模型計(jì)算出我國(guó)主要港口軟實(shí)力在國(guó)際先進(jìn)港口中的排名。為我國(guó)港口采取正確的發(fā)展策略,提高港口軟實(shí)力水平提供參考。
[Abstract]:China's port throughput, top 10 container terminals and other port hard strength, the world has long ranked among the highest. However, our port has not become the world recognized international shipping center, the reason is that the soft power of our port is too soft. Port core competitiveness includes port hard power and port soft power. Among them, hard power can be improved by means of building ports and purchasing equipment, which can be imitated and surmounted, while soft power is an intangible attraction, which cannot be imitated and transcended. Under the background of economic globalization, the relationship between port and hinterland is more and more close, and the relationship with upstream and downstream links of transport supply chain emphasizes more and more seamless docking, and the interaction between ports and related logistics activities is enhanced. That is, the port and its economic environment is closely related. The port soft power reflects the port's response and adaptability to the change of economic environment, and more importantly, the port's external attraction. Scientific evaluation of port soft power is the basis to improve its soft power level. Based on the analysis of the components of port soft power, this paper establishes the evaluation index system of port soft power from six aspects of port management, decision making, service, productivity, culture and sustainable development. The data envelopment analysis method is used to establish the evaluation model of extreme efficiency DEA data Envelopment analysis to evaluate the performance of port soft power. The polar efficiency DEA model can effectively distinguish the difference between the effective (performance value 1) decision making units, and can effectively sort the decision units evaluated. On the basis of theoretical research, this paper selects 12 typical ports, including Rotterdam, Hamburg, Singapore, Busan, Hong Kong, Kaohsiung, Shanghai, Ningbo, Dalian, Qingdao and Guangzhou. Yantian Port makes an empirical analysis of port soft power evaluation, and converts the evaluation index system of port soft power into the form of input and output table by means of input-output model. The DEA model of polar efficiency is used to calculate the ranking of China's main ports' soft power in the international advanced ports. It provides reference for our country port to adopt the correct development strategy and improve the level of port soft power.
