【摘要】：運(yùn)用內(nèi)容分析法,梳理了國(guó)家層面和地方層面的網(wǎng)絡(luò)約車監(jiān)管新政,分析了政策的調(diào)控目的及可能的后續(xù)效應(yīng)。結(jié)合政府規(guī)制及供需關(guān)系理論,發(fā)現(xiàn)網(wǎng)絡(luò)約車監(jiān)管新政不僅存在規(guī)制俘獲現(xiàn)象,而且存在補(bǔ)貼擾亂市場(chǎng)等問(wèn)題。通過(guò)對(duì)國(guó)外網(wǎng)約車監(jiān)管政策的比較研究,對(duì)網(wǎng)約車監(jiān)管新政的調(diào)整提出改革政府規(guī)制內(nèi)容、實(shí)施動(dòng)態(tài)運(yùn)力調(diào)配;引導(dǎo)業(yè)態(tài)差異化競(jìng)爭(zhēng)、避免同質(zhì)化競(jìng)爭(zhēng);維護(hù)公平競(jìng)爭(zhēng)市場(chǎng)秩序,警惕平臺(tái)壟斷三方面的建議。
[Abstract]:By using the content analysis method, this paper combs the new policy of network ride-hailing supervision at the national level and local level, and analyzes the purpose of the policy and its possible follow-up effect. Combined with the theory of government regulation and supply and demand relationship, it is found that the new policy of network regulation not only has the phenomenon of regulation capture, but also exists some problems, such as subsidies disturb the market and so on. Based on the comparative study of foreign regulatory policies, this paper puts forward the reform of government regulation content, the implementation of dynamic capacity deployment, the guidance of differentiated competition and the avoidance of homogenization competition. Maintain fair competition market order and guard against the three suggestions of platform monopoly.
