【摘要】：當(dāng)今世界,各國在港口方面的競爭十分激烈,思考如何發(fā)揮港口優(yōu)勢、調(diào)整港口發(fā)展戰(zhàn)略是各國面臨的重要問題。其中,港口集疏運系統(tǒng)作為港口賴以生存和發(fā)展的重要基礎(chǔ)和有力保障,對各國經(jīng)濟(jì)發(fā)展有著十分重要的引導(dǎo)作用。舟山港是長三角地區(qū)綜合運輸網(wǎng)絡(luò)的關(guān)鍵節(jié)點,近年來發(fā)生了一系列改頭換面的新變化:舟山跨海大橋通車、國務(wù)院批準(zhǔn)設(shè)立舟山江海聯(lián)運服務(wù)中心等。本文首先介紹國內(nèi)外研究現(xiàn)狀,并對港口集疏運系統(tǒng)進(jìn)行概念界定。然后文章研究青島港、鹿特丹港等國內(nèi)外典型港口的集疏運系統(tǒng)發(fā)展模式,借鑒其優(yōu)秀的發(fā)展經(jīng)驗,諸如建設(shè)全自動碼頭以及港口數(shù)據(jù)通信系統(tǒng)等。文章重點介紹舟山港集疏運系統(tǒng)的發(fā)展現(xiàn)狀,并進(jìn)一步通過組合預(yù)測法預(yù)測舟山港未來貨物吞吐量的增長情況,基于預(yù)測結(jié)果闡述了優(yōu)化舟山港集疏運系統(tǒng)的重要性與必要性。接下來運用SWOT戰(zhàn)略分析法對舟山港集疏運系統(tǒng)發(fā)展戰(zhàn)略進(jìn)行分析,認(rèn)為舟山港集疏運系統(tǒng)尚不完善,過分依賴公路運輸,需適當(dāng)“棄陸走水”,但總的來說發(fā)展機(jī)遇大于挑戰(zhàn)。作者從資源配置、體制創(chuàng)新等方面提出一系列政策措施,例如建設(shè)自動化港口等。這些政策措施進(jìn)一步完善舟山港集疏運系統(tǒng),為其貿(mào)易發(fā)展打下堅實基礎(chǔ)。
[Abstract]:In today's world, the competition in ports is very fierce. It is an important problem for all countries to think about how to give full play to the advantages of ports and adjust the development strategy of ports. As an important foundation and powerful guarantee of port survival and development, port transportation system plays a very important role in guiding the economic development of various countries. Zhoushan Port is the key node of the integrated transportation network in the Yangtze River Delta. In recent years, a series of new changes have taken place: the Zhoushan Bridge has been opened to traffic, and the State Council has approved the establishment of the Zhoushan Jiang-Sea Intermodal Transport Service Center. This paper first introduces the domestic and foreign research situation, and defines the concept of port transportation system. Then the paper studies the development mode of the collection and transportation system of typical ports such as Qingdao Port and Rotterdam Port and draws lessons from its excellent development experience such as the construction of fully automatic terminal and port data communication system and so on. This paper mainly introduces the development status of Zhoushan port transportation system, and forecasts the future cargo throughput of Zhoushan port by combination forecasting method. Based on the forecast results, the importance and necessity of optimizing Zhoushan port collection and distribution system are expounded. Then using SWOT strategic analysis method to analyze the development strategy of Zhoushan port collecting and distributing system, it is considered that Zhoushan port transportation system is not perfect, it depends on road transportation too much, it needs to "abandon land and walk water" properly, but the development opportunity is bigger than the challenge. The author puts forward a series of policy measures from the aspects of resource allocation and system innovation, such as the construction of automated ports. These policies and measures further improve Zhoushan port transportation system and lay a solid foundation for its trade development.
