【摘要】：本文采用混合組平均(PMG)及廣義矩估計(jì)(GMM)方法,實(shí)證檢驗(yàn)了當(dāng)前公路收費(fèi)制度對(duì)我國(guó)經(jīng)濟(jì)發(fā)展的影響并探索了其作用機(jī)制。研究發(fā)現(xiàn)過(guò)高的收費(fèi)水平已經(jīng)不利于經(jīng)濟(jì)增長(zhǎng):收費(fèi)水平每提高1%會(huì)導(dǎo)致GDP增長(zhǎng)率放緩0.005%、人均GDP降低0.04%。由此計(jì)算出該制度在2012年新增社會(huì)經(jīng)濟(jì)成本約為1660億元,大于其收益。該制度的作用機(jī)制通過(guò)促進(jìn)路網(wǎng)建設(shè)、降低國(guó)內(nèi)貿(mào)易總量及市場(chǎng)整合程度兩個(gè)相反作用實(shí)現(xiàn)。本研究將高收費(fèi)歸咎于分稅制改革下地方預(yù)算內(nèi)財(cái)力的不足。這些發(fā)現(xiàn)為政策制定者提供了必要的參考:中央財(cái)政應(yīng)加大在路網(wǎng)建設(shè)中的作用,同時(shí)通過(guò)預(yù)算內(nèi)轉(zhuǎn)移支付的方式補(bǔ)償改革過(guò)程中地方政府的損失。
[Abstract]:In this paper, the method of mixed group average PMG and generalized moment estimation (GMMM) is used to empirically test the influence of the current highway toll system on the economic development of our country and to explore its mechanism. The study found that excessive fees were not conducive to economic growth: a 1 percent increase in fees would slow GDP growth by 0.005 and per capita GDP by 0.04. It is calculated that the new social and economic cost of the system in 2012 is about 166 billion yuan, which is larger than its income. The mechanism of this system is realized by promoting the construction of road network, reducing the total amount of domestic trade and the degree of market integration. This study ascribes high charges to the insufficiency of local budget financial resources under the reform of the tax sharing system. These findings provide a necessary reference for policy makers: the central finance should play a greater role in the road network construction and compensate for the losses of local governments in the process of reform through the way of budget transfer and payment.
