【摘要】：防城港市地處廣西北部灣經濟區(qū)的核心區(qū)域,已經納入國家發(fā)展戰(zhàn)略,在中國一東盟自由貿易區(qū)和泛北部灣區(qū)域合作中具有得天獨厚的優(yōu)勢。擁有西南沿�，F(xiàn)代化程度最高的20萬噸礦石專用碼頭,防城港是我國西部第一大港和全國12個主樞紐港之一,要想建設為泛北部灣區(qū)域性國際航運中心和現(xiàn)代化、國際化航運大港,必須大膽思維,小心求證,按照科學發(fā)展觀的要求,制定跨越式、率先發(fā)展的攻略。 本文首先引進國際航運中心的基本概念,系統(tǒng)總結了國際航運中心的基礎理論和研究成果,在學術上闡述和認識國際航運中心；接著分析防城港的內外部環(huán)境,進行對比和客觀評價；然后結合防城港的實際情況,用SWOT的方法分析了防城港區(qū)域國際航運中心的建設,分析防城港建設為區(qū)域國際航運中心的可行性,以及選擇符合防城港區(qū)域國際航運中心建設的戰(zhàn)略；緊接著通過剖析國際航運中心的基本模式并分析防城港的實際情況,探索出適合防城港區(qū)域國際航運中心建設的模式；最后文章提出防城港建立區(qū)域國際航運中心的戰(zhàn)略發(fā)展目標,并制定出相應的發(fā)展對策。本文最終得出的結論是：防城港可以而且應該成為區(qū)域國際航運中心。 然而,防城港想要建設成為真正的區(qū)域國際航運中心,依然任重而道遠。防城港應按第四代港口以及區(qū)域國際航運中心的要求,高標準規(guī)劃和超前謀劃,跨越發(fā)展與高舉廣拉并用,提高知名度。同時也要實施人才優(yōu)先、科技引領、政策保證等,爭取早日實現(xiàn)港區(qū)一體化,并將防城港建設成為真正的北部灣區(qū)域國際航運中心。防城港區(qū)域性國際航運中心的建設發(fā)展是一個新課題,也是未來欽州、北海等航運中心建設可能會遇到的問題。研究防城港區(qū)域性國際航運中心建設中的相關問題,可以豐富與完善建設區(qū)域性國際航運中心理論,為其他省市的區(qū)域航運中心建設提供參考。 本研究主要包括以下五個部分的內容： 第一部分,闡述了防城港區(qū)域性國際航運中心建設研究的背景、必要性與研究意義,相關文獻綜述,說明本文的研究內容和方法。 第二部分,闡述防城港區(qū)域國際航運中心建設的內外部環(huán)境。 第三部分,對防城港區(qū)域國際航運中心建設進行SWOT分析,分析防城港建設為區(qū)域國際航運中心的可行性,以及選擇符合防城港區(qū)域國際航運中心建設的戰(zhàn)略。 第四部分,通過剖析國際航運中心的基本模式并分析防城港的實際情況,探索出適合防城港區(qū)域國際航運中心建設的模式。 第五部分,提出了防城港建立區(qū)域國際航運中心的戰(zhàn)略發(fā)展目標,并制定了相應的發(fā)展對策。
[Abstract]:Fangchenggang City is located in the core area of Guangxi Beibu Gulf Economic Zone and has been incorporated into the national development strategy. It has unique advantages in China-ASEAN Free Trade area and Pan-Beibu Gulf regional cooperation. It has a special wharf of 200000 tons of ore with the highest degree of modernization along the southwest coast. Fangcheng Port is the largest port in the west of China and one of the 12 main hubs in the country. If it is to be built into a regional international shipping center and modernization in the Pan-Beibu Gulf, International shipping port, must be bold thinking, careful proof, according to the requirements of the scientific development concept, the formulation of leaps and bounds, the first development strategy. This paper first introduces the basic concept of the international shipping center, systematically summarizes the basic theory and research results of the international shipping center, describes and understands the international shipping center academically, and then analyzes the internal and external environment of Fangcheng Port. Then combining with the actual situation of Fangchenggang, the paper analyzes the construction of Fangchenggang regional international shipping center with SWOT method, and analyzes the feasibility of Fangchenggang being a regional international shipping center. And choose the strategy that accords with the construction of Fangchenggang regional international shipping center; then through analyzing the basic mode of international shipping center and analyzing the actual situation of Fangchenggang explore the suitable mode of Fangchenggang regional international shipping center construction. Finally, the paper puts forward the strategic development goal of Fangchenggang to establish the regional international shipping center, and formulates the corresponding development countermeasures. The conclusion is that Fangchenggang can and should be a regional international shipping center. However, Fangchenggang still has a long way to go to become a real regional international shipping center. In accordance with the requirements of the fourth generation port and the regional international shipping center, Fangchenggang should plan and plan ahead with the development of the fourth generation and improve the popularity of the port. At the same time, we should also implement talents first, science and technology lead, policy guarantee, and strive to realize the integration of port area as soon as possible, and build Fangcheng port into a true international shipping center of Beibu Gulf region. The construction and development of Fangchenggang regional international shipping center is a new subject, and it may also be a problem to be encountered in the construction of Qinzhou, Beihai and other shipping centers in the future. The study of the related problems in the construction of Fangchenggang regional international shipping center can enrich and perfect the theory of constructing regional international shipping center and provide reference for the construction of regional shipping center in other provinces and cities. This research mainly includes the following five parts: The first part expounds the background, necessity and significance of the research on the construction of Fangchenggang regional international shipping center. The second part expounds the internal and external environment of Fangchenggang regional international shipping center construction. In the third part, the author analyzes the feasibility of Fangchenggang as a regional international shipping center by means of SWOT analysis, and chooses the strategy that accords with the construction of Fangchenggang regional international shipping center. In the fourth part, by analyzing the basic mode of international shipping center and the actual situation of Fangchenggang, the author explores the mode suitable for the construction of international shipping center in Fangchenggang region. The fifth part puts forward the strategic development goal of Fangchenggang to establish the regional international shipping center, and formulates the corresponding development countermeasure.
