航運(yùn)企業(yè)能源資源消耗考核體系研究

【摘要】:節(jié)約資源、保護(hù)環(huán)境是我國(guó)的基本國(guó)策,航運(yùn)企業(yè)是交通運(yùn)輸行業(yè)的重要組成部分,航運(yùn)企業(yè)的能源資源消耗在節(jié)能減排方面具有巨大的空間和潛力。交通部已經(jīng)明確了我國(guó)2015年和2020年交通節(jié)能總體目標(biāo),提出力爭(zhēng)到2015,與2005年相比,營(yíng)運(yùn)船舶單位運(yùn)輸周轉(zhuǎn)量能耗下降15%左右,其中海運(yùn)船舶和內(nèi)河船舶分別下降16%和14%左右。力爭(zhēng)到2020年,與2005年相比,海運(yùn)和內(nèi)河營(yíng)運(yùn)船舶單位運(yùn)輸周轉(zhuǎn)量能耗均下降20%左右。目前航運(yùn)企業(yè)各級(jí)政府主管部門、水上運(yùn)輸企業(yè)等積極開展節(jié)能減排工作,取得了一定的成績(jī)。但是,目前全國(guó)航運(yùn)企業(yè)節(jié)能減排尚未建立一套完整的節(jié)能減排評(píng)價(jià)體系,如何全面、客觀、科學(xué)地評(píng)價(jià)各地航運(yùn)企業(yè)節(jié)能減排的工作績(jī)效,是一個(gè)迫切需要解決的問題。 本文首先主要闡述論文研究的背景、目的與技術(shù)路線,國(guó)內(nèi)外關(guān)于航運(yùn)企業(yè)能源消耗研究的基本情況與發(fā)展趨勢(shì)。然后從統(tǒng)計(jì)調(diào)查的數(shù)據(jù)入手,深入分析了我國(guó)航運(yùn)企業(yè)能源資源消耗的現(xiàn)狀和面臨的嚴(yán)峻形勢(shì),從宏觀和微觀兩個(gè)方而闡述了航運(yùn)企業(yè)能源消耗的現(xiàn)狀與存在的問題。在此基礎(chǔ),從結(jié)構(gòu)性、竹理性和技術(shù)性因素三個(gè)方面分析了我國(guó)航運(yùn)企業(yè)能源資源消耗的影響因素。緊接著以國(guó)家各部委、政府部門制定的各項(xiàng)法規(guī)、文件為依據(jù),遵循指標(biāo)建立的科學(xué)性、獨(dú)立性、可行性、代表性與差異性原則,建立了我國(guó)航運(yùn)企業(yè)能源資源消耗考核的評(píng)價(jià)指標(biāo)體系。這是本文的核心部分,也是創(chuàng)新點(diǎn)之一。 最后對(duì)航運(yùn)企業(yè)能源資源消耗考核體系進(jìn)行了綜合評(píng)價(jià)。航運(yùn)企業(yè)能源資源消耗考核評(píng)價(jià)指標(biāo)權(quán)重的賦值采用層次分析的方法,運(yùn)用模糊綜合評(píng)價(jià)對(duì)航運(yùn)企業(yè)能源資源消耗考核體系進(jìn)行綜合評(píng)價(jià),并結(jié)合九江市航運(yùn)企業(yè)為例,對(duì)本文所建立的航運(yùn)企業(yè)能源消耗考核評(píng)價(jià)體系進(jìn)行驗(yàn)證,證明其合理性與科學(xué)性。
[Abstract]:Saving resources and protecting environment is the basic national policy of our country. Shipping enterprises are an important part of transportation industry. The energy consumption of shipping enterprises has huge space and potential in energy saving and emission reduction.The Ministry of Communications has made clear the overall target of traffic energy saving in 2015 and 2020, and put forward that by 2015, compared with 2005, the energy consumption of transport turnover per unit of operating ships is reduced by about 15%, in which seaborne vessels and inland river vessels are reduced by about 16% and 14% respectively.By 2020, compared with 2005, the energy consumption of unit transport turnover of shipping and inland waterway operation ships will decrease by about 20%.At present, shipping enterprises at all levels of government departments, water transport enterprises and other active energy conservation and emission reduction work, has made certain achievements.However, at present, a complete evaluation system of energy saving and emission reduction has not been established for shipping enterprises in China. It is an urgent problem to evaluate the performance of energy saving and emission reduction of shipping enterprises all over the country comprehensively, objectively and scientifically.In this paper, the background, purpose and technical route of the research, the basic situation and development trend of the research on energy consumption of shipping enterprises at home and abroad are expatiated at first.Then, starting with the data of statistical investigation, this paper deeply analyzes the status quo and severe situation of energy resource consumption of shipping enterprises in China, and expounds the present situation and existing problems of energy consumption of shipping enterprises from macro and micro aspects.On this basis, the influence factors of energy resource consumption of shipping enterprises in China are analyzed from three aspects: structure, bamboo rationality and technical factors.Then, on the basis of various laws and regulations and documents formulated by national ministries and government departments, following the principles of scientific nature, independence, feasibility, representativeness and difference of the establishment of indicators,The evaluation index system of energy and resource consumption assessment for shipping enterprises in China is established.This is the core of this article, but also one of the innovative points.Finally, a comprehensive evaluation of the energy and resource consumption assessment system of shipping enterprises is carried out.The evaluation index weight of energy and resource consumption assessment of shipping enterprises is evaluated by the method of analytic hierarchy process (AHP), and the comprehensive evaluation system of energy resource consumption of shipping enterprises is evaluated by fuzzy comprehensive evaluation, and the example of shipping enterprises in Jiujiang City is taken as an example.The evaluation system of energy consumption of shipping enterprises established in this paper is proved to be reasonable and scientific.
