【摘要】:20世紀(jì)90年代以來,隨著國民經(jīng)濟(jì)和交通事業(yè)發(fā)展的需要,我國高速公路和鐵路的建設(shè)得到了全所未有的發(fā)展,大跨度橋梁建設(shè)進(jìn)入了一個(gè)嶄新的發(fā)展時(shí)期。作為交通線上至關(guān)重要的一環(huán),越來越多的大型、特大型橋梁相繼建成。橋梁工程的基本特點(diǎn)是投資大、技術(shù)復(fù)雜、工程點(diǎn)多線長面廣、工程壽命周期長,一旦發(fā)生事故后果嚴(yán)重,所以橋梁工程與其他產(chǎn)業(yè)相比,具有更大的風(fēng)險(xiǎn)。但是,橋梁工程的風(fēng)險(xiǎn)管理在我國還是一個(gè)比較薄弱的環(huán)節(jié)。因此從理論和實(shí)踐的兩個(gè)方面,對橋梁工程風(fēng)險(xiǎn)管理進(jìn)行研究,對項(xiàng)目風(fēng)險(xiǎn)進(jìn)行分類識別,提出防范控制的方法,對于有效減少風(fēng)險(xiǎn)事件的發(fā)生有著十分重要的積極意義。 濰坊白浪河大橋項(xiàng)目如能順利實(shí)現(xiàn),將對濰坊的經(jīng)濟(jì)和生態(tài)環(huán)境有重大的影響。所以本文以濰坊白浪河大橋?yàn)楸尘埃ㄟ^研究國內(nèi)外一些理論和方法,構(gòu)建了工程項(xiàng)目風(fēng)險(xiǎn)的分析和評價(jià)指標(biāo)體系,使得風(fēng)險(xiǎn)分析和評價(jià)的結(jié)論更為科學(xué)。 本文主要分析了濰坊白浪河大橋的項(xiàng)目整體情況,認(rèn)為在大橋設(shè)計(jì)、建設(shè)施工、運(yùn)營管理各個(gè)不同階段中,都存在著眾多的風(fēng)險(xiǎn),尤其以建設(shè)期的風(fēng)險(xiǎn)最為集中,各種不利因素會(huì)在這個(gè)時(shí)期集中反應(yīng)出來。討論和識別了濰坊白浪河大橋的風(fēng)險(xiǎn)構(gòu)成,在項(xiàng)目風(fēng)險(xiǎn)識別中,使用頭腦風(fēng)暴法,可知濰坊白浪河大橋至少面臨29個(gè)風(fēng)險(xiǎn)因素,如成本超支、工期延誤、資金不足等。并通過建立項(xiàng)目風(fēng)險(xiǎn)評價(jià)指標(biāo)體系,確定白浪河大橋主要面臨8種風(fēng)險(xiǎn),之后對濰坊白浪河大橋的風(fēng)險(xiǎn)提出濰坊白浪河大橋風(fēng)險(xiǎn)應(yīng)對方案,針對不同等級的風(fēng)險(xiǎn)采取不同的應(yīng)對方式,構(gòu)建了濰坊白浪河大橋風(fēng)險(xiǎn)防范體系,防范風(fēng)險(xiǎn)管理的進(jìn)程,以便有效地實(shí)施風(fēng)險(xiǎn)管理,降低風(fēng)險(xiǎn),最大限度地避免或減少風(fēng)險(xiǎn)事件的出現(xiàn),使濰坊白浪河大橋能夠在最低風(fēng)險(xiǎn)范圍之內(nèi),將項(xiàng)目的風(fēng)險(xiǎn)降至最低。
[Abstract]:Since the 1990s, with the need of the development of national economy and transportation, the construction of highway and railway in our country has been developed in a way that has never been done before. The construction of long-span bridges has entered a new period of development. As a crucial link in the traffic line, more and more large and super-large bridges have been built one after another. The basic characteristics of bridge engineering are large investment and complex technology. Because of the wide range of engineering sites, long project life cycle and serious accident consequences, bridge engineering has a greater risk than other industries. However, The risk management of bridge engineering is still a weak link in our country. Therefore, this paper studies the risk management of bridge engineering from the two aspects of theory and practice, classifies the risk of the project, and puts forward the methods of prevention and control. It is very important to reduce the occurrence of risk events. If the project of Weifang Bailang River Bridge is successfully realized, it will have a great impact on the economic and ecological environment of Weifang. Therefore, this paper takes the Bailang River Bridge in Weifang as the background, and studies some theories and methods at home and abroad. The analysis and evaluation index system of engineering project risk is constructed, which makes the conclusion of risk analysis and evaluation more scientific. This paper mainly analyzes the overall situation of the project of Weifang Bailanghe Bridge, and thinks that there are many risks in the different stages of design, construction and operation management of the bridge, especially in the period of construction. All kinds of adverse factors will be reflected in this period. The risk composition of the Bailang River Bridge in Weifang has been discussed and identified. In the project risk identification, using the brainstorming method, it can be known that the Bailang River Bridge in Weifang faces at least 29 risk factors. For example, cost overruns, construction delays, insufficient funds, etc. Through the establishment of the project risk evaluation index system, it is determined that the Bailang River Bridge mainly faces 8 kinds of risks. Then put forward the Weifang Bailang River Bridge risk response plan, aiming at different levels of risk to take different coping methods, build Weifang Bailang River Bridge risk prevention system, prevention risk management process, In order to effectively implement risk management, reduce risk, avoid or reduce the occurrence of risk events to the maximum extent, so that Weifang Bailang River Bridge can reduce the project risk to the lowest within the minimum risk range.
