【摘要】：高速鐵路在我國的發(fā)展已取得相當(dāng)不錯(cuò)的成績,隨著我國高速鐵路建設(shè)進(jìn)程的不斷加快,我國鐵路客運(yùn)專線網(wǎng)絡(luò)逐步形成。但是我國已運(yùn)營高鐵的運(yùn)營情況不容樂觀,今年以來國內(nèi)幾條高鐵專線的建設(shè)減速也源于資金問題,因此,高鐵客運(yùn)項(xiàng)目能否實(shí)現(xiàn)財(cái)務(wù)可持續(xù)性對其健康穩(wěn)定發(fā)展至關(guān)重要。 不管是對高速鐵路項(xiàng)目經(jīng)濟(jì)效益還是其財(cái)務(wù)可持續(xù)性方面的研究大多處于理論討論層面,有極少量的定量分析也比較粗略。因此,本文以案例研究方法為主線,立足直接經(jīng)濟(jì)效益角度探討我國高速鐵路客運(yùn)的財(cái)務(wù)可持續(xù)性,在評價(jià)我國高速鐵路客運(yùn)運(yùn)營現(xiàn)狀的基礎(chǔ)上,建立財(cái)務(wù)可持續(xù)性指標(biāo)體系并結(jié)合案例進(jìn)行評價(jià),找出影響其財(cái)務(wù)可持續(xù)性的關(guān)鍵因素,并有針對性的提出我國高鐵客運(yùn)財(cái)務(wù)可持續(xù)性提升路徑,從而提供科學(xué)的政策建議。 本文的創(chuàng)新點(diǎn)在于：首先,結(jié)合高速鐵路客運(yùn)的特性,對高速鐵路客運(yùn)項(xiàng)目的財(cái)務(wù)可持續(xù)性的內(nèi)涵進(jìn)行清晰的界定；結(jié)合案例進(jìn)行討論研究,使結(jié)論更直觀、更具說服力。再者是系統(tǒng)具體的分析影響其財(cái)務(wù)可持續(xù)性的關(guān)鍵因素；最后,系統(tǒng)地研討并提出了提升高速鐵路客運(yùn)項(xiàng)目財(cái)務(wù)可持續(xù)性的具體路徑。
[Abstract]:The development of high-speed railway in our country has made quite good achievements. With the rapid development of high-speed railway in China, the passenger dedicated railway network of our country is gradually formed, but the operation situation of high-speed railway in our country is not optimistic. The slowdown in the construction of several domestic high-speed rail lines this year is also due to funding issues, so whether the high-speed rail passenger transport project can achieve financial sustainability is crucial to its healthy and stable development. Both the economic benefits of high-speed railway projects and the financial sustainability of high-speed railway projects are mostly at the theoretical level of discussion, there is a very small amount of quantitative analysis is also rough. Therefore, this paper takes the case study method as the main line. Based on the direct economic benefits, this paper discusses the financial sustainability of high-speed railway passenger transport in China. On the basis of evaluating the present situation of passenger transport operation of high-speed railway in China, the index system of financial sustainability is established and evaluated with a case study. To find out the key factors that affect the financial sustainability of high-speed rail passenger transportation, and put forward the path of improving the financial sustainability of high-speed railway passenger transport in China, so as to provide scientific policy recommendations. The innovation of this paper lies in: first of all, combining the characteristics of high-speed railway passenger transport, the connotation of financial sustainability of high-speed railway passenger transport project is clearly defined, and a case study is carried out to make the conclusion more intuitive. Furthermore, the key factors that affect the financial sustainability of the high-speed railway passenger transport project are analyzed systematically. Finally, the specific path to enhance the financial sustainability of the high-speed railway passenger transport project is discussed and put forward systematically.
