建設(shè)服務(wù)型政府背景下廣西海事現(xiàn)代化建設(shè)研究

【摘要】:隨著經(jīng)濟(jì)建設(shè)的發(fā)展,我國(guó)一舉成為世界第二大經(jīng)濟(jì)體,隨而提供到國(guó)際貨運(yùn)市場(chǎng)的貨源還會(huì)不斷增加,必將進(jìn)一步刺激造船業(yè)、航運(yùn)經(jīng)濟(jì)的發(fā)展。海事管理機(jī)構(gòu)承擔(dān)著水上安全監(jiān)管的主要任務(wù),經(jīng)過(guò)幾次水監(jiān)體制改革,使海事職能更加理順,事業(yè)得以發(fā)展。但是,由于社會(huì)發(fā)展進(jìn)程錯(cuò)綜復(fù)雜,水上交通安全的供需出現(xiàn)新問(wèn)題,海事發(fā)展在某些領(lǐng)域出現(xiàn)了不少新矛盾;而且隨著海事體制改革的深入,一些新矛盾和新問(wèn)題還成為海事事業(yè)進(jìn)一步發(fā)展的瓶頸。在建設(shè)服務(wù)型政府的背景下,如何以科學(xué)發(fā)展觀(guān)為指導(dǎo),圍繞“讓航行更安全、讓水域更安全”的宗旨積極開(kāi)展廣西海事現(xiàn)代化建設(shè),進(jìn)而驅(qū)動(dòng)海事的科學(xué)發(fā)展,直接關(guān)系到廣西海事發(fā)展和服務(wù)經(jīng)濟(jì)社會(huì)的能力。 廣西海事現(xiàn)代化建設(shè)直接關(guān)系到自身的長(zhǎng)遠(yuǎn)發(fā)展和人民群眾的切身利益,影響到地方經(jīng)濟(jì)的快速發(fā)展,關(guān)系到國(guó)家和政府的形象。加快廣西海事現(xiàn)代化建設(shè)是落實(shí)科學(xué)發(fā)展觀(guān)、服務(wù)和促進(jìn)經(jīng)濟(jì)社會(huì)發(fā)展的必然要求,是深化體制改革、加快職能轉(zhuǎn)變的迫切要求。建設(shè)廣西海事現(xiàn)代化的首要問(wèn)題和關(guān)鍵問(wèn)題是建設(shè)服務(wù)型海事,建不成服務(wù)型海事就談不上海事現(xiàn)代化。 本文在建設(shè)服務(wù)型政府的背景下,通過(guò)對(duì)當(dāng)前廣西海事現(xiàn)狀的分析研究,利用公共服務(wù)管理、服務(wù)型政府理論等相關(guān)知識(shí),探索如何借鑒國(guó)內(nèi)外海事建設(shè)的成功經(jīng)驗(yàn),理性分析廣西海事的現(xiàn)狀和存在的問(wèn)題及原因,進(jìn)而分析服務(wù)型政府對(duì)廣西海事現(xiàn)代化建設(shè)的重要意義,并圍繞海事現(xiàn)代化建設(shè)目標(biāo),就如何加強(qiáng)發(fā)展戰(zhàn)略研究,指導(dǎo)廣西海事現(xiàn)代化建設(shè);如何轉(zhuǎn)變海事管理理念,加強(qiáng)服務(wù)型海事建設(shè),牢固樹(shù)立主動(dòng)服務(wù)意識(shí);如何創(chuàng)新服務(wù)模式和手段,提高海事監(jiān)管和服務(wù)的現(xiàn)代化水平;如何堅(jiān)持人才興局戰(zhàn)略,加強(qiáng)現(xiàn)代化海事服務(wù)隊(duì)伍建設(shè),增強(qiáng)海事發(fā)展后勁;如何堅(jiān)持特色發(fā)展,加強(qiáng)廣西海事服務(wù)文化建設(shè),為海事現(xiàn)代化建設(shè)提供有利的公共環(huán)境;如何處理好現(xiàn)代化建設(shè)中的幾個(gè)決定性關(guān)系進(jìn)行研究,進(jìn)而推動(dòng)廣西海事局逐步成為在全國(guó)海事系統(tǒng)中“隊(duì)伍精干、裝備精良、管理科學(xué)、富有特色、充滿(mǎn)活力”的一流海事局,實(shí)現(xiàn)海事現(xiàn)代化。
[Abstract]:With the development of economic construction, China has become the second largest economy in the world, and the supply of goods to the international freight market will continue to increase, which is bound to further stimulate the shipbuilding industry. With the development of shipping economy, the maritime management agency is responsible for the main task of water safety supervision. After several water supervision system reforms, the maritime function has been more straightened out and the cause has been developed. However, due to the complexity of the social development process, New problems have emerged in the supply and demand of maritime traffic safety, and many new contradictions have emerged in some areas of maritime development. Moreover, with the deepening of the reform of the maritime system, Some new contradictions and new problems have also become the bottleneck of the further development of maritime affairs. Under the background of building service-oriented government, how to take the scientific development view as the guide, and revolve around "making navigation safer," The aim of making the waters safer is to carry out the modernization construction of Guangxi maritime affairs actively, and then to drive the scientific development of maritime affairs, which is directly related to the development of Guangxi maritime affairs and the ability of serving the economy and society. Guangxi's maritime modernization is directly related to its long-term development and the vital interests of the people, and affects the rapid development of the local economy. Speed up the modernization of Guangxi maritime affairs is the inevitable requirement of carrying out the scientific development view, serving and promoting the economic and social development, and deepening the system reform. The most important problem and key problem in the construction of Guangxi maritime modernization is the construction of service-oriented maritime affairs, and if the service-type maritime affairs are not built, the maritime modernization will not be possible. Under the background of the construction of service-oriented government, through the analysis and study of the current maritime situation in Guangxi, and using the relevant knowledge of public service management and service-oriented government theory, this paper explores how to learn from the successful experience of maritime construction at home and abroad. The present situation, existing problems and reasons of Guangxi maritime industry are analyzed rationally, and the significance of service-oriented government to Guangxi maritime modernization construction is analyzed, and the study on how to strengthen the development strategy is carried out around the goal of maritime modernization construction. How to change the concept of maritime management, strengthen the service-oriented maritime construction, firmly establish the consciousness of active service, how to innovate the service mode and means, and how to improve the modernization level of maritime supervision and service; How to persist in the strategy of revitalizing the bureau by talents, strengthen the construction of modern maritime service team and strengthen the stamina of maritime development, how to persist in the characteristic development, strengthen the construction of Guangxi maritime service culture, and provide a favorable public environment for the modernization of maritime affairs; How to deal well with several decisive relations in the modernization construction and how to promote the Guangxi Maritime Administration to gradually become the "team of lean, well-equipped, scientific and characteristic management" in the national maritime system, Full of vitality of the first-class maritime bureau, to achieve maritime modernization.
