【摘要】：城市公共交通與群眾生活密切相關，是關系國計民生的公益事業(yè)，是城市交通運送的中堅力量。隨著城市化進程的加快，城市人口急劇增加，私家車擁有量快速增加，然而公共交通發(fā)展相對滯后，導致道路交通擁擠不堪。各地政府和相關職能部門對發(fā)展公共交通事業(yè)承擔著不可推卸的責任，各地政府應該嚴格履行自己的職責，通過制定規(guī)范，科學，合理的交通法規(guī)，積極發(fā)展公共交通事業(yè)，推進落實優(yōu)先發(fā)展公交的政策。那么，如何解決市民的日常出行，如何解決交通的擁堵，如何實現(xiàn)城市的可持續(xù)發(fā)展，已經(jīng)成為各地政府亟待解決的一道難題。 在研究過程中，先后運用了案例分析、社會調(diào)查，材料收集等研究方法，從各地城市公共交通發(fā)展的現(xiàn)狀入手，客觀分析了當前公共交通面臨的各種問題；并運用公共服務，公共物品等理論，把政府責任作為研究重點并借鑒美國紐約，日本東京，巴西庫里蒂巴市的成功經(jīng)驗，深入分析我國各地政府在推進優(yōu)先發(fā)展公共交通政策的進程中應該采取的方針政策，期望把優(yōu)先發(fā)展公共交通事業(yè)落到實處，也希望這些分析和研究能為各地政府相關主管部門提供一些啟發(fā)和提示。 在寫作過程中，始終遵循找出問題，分析問題，提出對策三個主要步驟。首先簡單介紹服務型政府以及公共服務的概念，闡述公交優(yōu)先發(fā)展對建設可持續(xù)發(fā)展城市的必要性，，并簡潔明了介紹了地方政府在發(fā)展公共交通事業(yè)中應該承擔的公共服務職能。其次從介紹幾個國外公交事業(yè)建設比較成功的城市入手，為我國政府發(fā)展公交事業(yè)提供了寶貴經(jīng)驗；詳細回顧我國公交事業(yè)的發(fā)展歷程，闡明現(xiàn)階段公共交通遇到的問題，剖析我國各地城市優(yōu)先發(fā)展公共交通遇到的困難。再次，從政府職能缺失，政策支持薄弱，公共服務滯后，改革不徹底及不當宣傳等5個角度詳細分析了我國公共交通事業(yè)發(fā)展緩慢的原因。最后分別從強化政府職能，完善法律法規(guī)，提高公共交通比例，完善城市交通布局，引入高新科技，加速改革以及引入公眾參與機制等7個方面提出優(yōu)先發(fā)展公共交通的具體策略。
[Abstract]:Urban public transport is closely related to the life of the masses, is a public welfare undertaking related to the national economy and the people's livelihood, and is the backbone of urban transportation. With the acceleration of the urbanization process, the urban population has increased sharply, and the number of private cars has increased rapidly. However, the development of public transport is lagging behind, resulting in road traffic congestion. Local governments and related functional departments bear the unshirkable responsibility for the development of public transport, and local governments should strictly carry out their duties. By formulating norms, scientific and reasonable traffic regulations, actively developing public transport undertakings, and promoting the implementation of the policy of giving priority to the development of public transport, then, how to solve the daily travel of citizens and how to solve traffic congestion, How to realize the sustainable development of cities has become a difficult problem to be solved by local governments. In the course of the research, we have used case analysis, social investigation, material collection and other research methods, from the current situation of the development of urban public transport, objective analysis of the current public transport facing various problems; and the use of public services, Public goods and other theories, government responsibility as the focus of research and learn from the successful experience of New York, Tokyo, Japan, Curitiba, Brazil, Deeply analyzing the principles and policies that should be adopted by local governments in the process of promoting the priority development of public transport policies, hoping to put the priority development of public transport into practice. It is also hoped that these analyses and studies will provide some inspiration and tips for the relevant authorities of local governments. In the process of writing, we always follow three main steps: to find out the problems, to analyze the problems, and to put forward the countermeasures. Firstly, we briefly introduce the concepts of service-oriented government and public service, and expound the necessity of giving priority to the development of public transport to the construction of sustainable development city. It also introduces the public service functions that the local government should undertake in the development of public transport. Secondly, it introduces several successful cities in the construction of public transport in foreign countries. It provides valuable experience for our government to develop public transport, reviews the development course of public transportation in detail, clarifies the problems encountered in public transport at this stage, and analyzes the difficulties encountered by cities in various parts of our country in giving priority to the development of public transport. This paper analyzes in detail the reasons for the slow development of public transport in China from the five angles of lack of government function, weak policy support, lagging public service, incomplete reform and improper propaganda. Finally, the author makes a detailed analysis of the reasons for the slow development of public transport in China. To improve the proportion of public transportation, perfect the layout of urban traffic, introduce high-tech, accelerate the reform and introduce the mechanism of public participation, seven specific strategies are put forward to give priority to the development of public transport.
