【摘要】：機場作為銜接民航運輸市場供給和需求間的紐帶，是我國民航的重要組成部分之一。根據(jù)國務(wù)院批準(zhǔn)的民航體制改革方案，，我國各地的機場進(jìn)行屬地化管理的改革，實現(xiàn)機場企業(yè)化經(jīng)營以及資源共享，有利于形成建設(shè)和發(fā)展機場的管理體制。對我國機場業(yè)而言，我國機場企業(yè)化改革是一次深刻的歷史性變革，從此以后我國機場的企業(yè)化定位越來越明確。 由于特殊的國情，我國一些機場的績效考評存在很多的問題。諸如企業(yè)沒有明確的戰(zhàn)略，績效管理缺乏戰(zhàn)略指導(dǎo)；績效管理指標(biāo)復(fù)雜凌亂，缺少相關(guān)性和實施性；績效管理等同于績效考核，忽略績效管理的其他環(huán)節(jié)。為此，本文基于平衡計分卡的基本理論，立足于把機場定位于企業(yè)的前提下，研究我國機場如何應(yīng)用平衡計分卡這一新型的績效管理理論和工具有效地連接企業(yè)發(fā)展戰(zhàn)略，如何對經(jīng)營業(yè)績進(jìn)行科學(xué)合理地評價，從而追求企業(yè)整體經(jīng)濟(jì)效益最佳。 本文首先回顧了相關(guān)研究理論和文獻(xiàn)，結(jié)合我國民航及Q機場的發(fā)展現(xiàn)狀，進(jìn)行了企業(yè)的SWOT分析，重建了Q機場的績效評價體系，并提出了機場平衡計分卡支持系統(tǒng)設(shè)計方案。本文希望能對我國機場業(yè)實行屬地化和企業(yè)化后亟待解決的績效問題，提高管理水平和增強競爭能力提供一些合理的借鑒和參考。
[Abstract]:As a link between supply and demand in the civil aviation transport market, airports are one of the important components of civil aviation in China. According to the civil aviation system reform plan approved by the State Council, airports in various parts of our country have carried out localized management reforms. The realization of airport enterprise management and resource sharing is conducive to the formation and development of airport management system. For our airport industry, the reform of airport enterprise is a profound historical change. Since then, the orientation of our country's airport enterprises has become more and more clear. Because of the special national conditions, there are many problems in the performance appraisal of some airports in our country, such as the lack of clear strategy, the lack of strategic guidance of performance management, the complex and messy performance management index, the lack of relevance and implementation. Performance management is equivalent to performance appraisal and neglects other aspects of performance management. Therefore, based on the basic theory of balanced scorecard, this paper is based on the premise of positioning the airport in the enterprise. This paper studies how to apply the balanced Scorecard, a new performance management theory and tool, to the development strategy of enterprises, and how to evaluate the business performance scientifically and reasonably, so as to pursue the best overall economic benefits of the enterprises. This paper first reviews the relevant research theory and literature, combined with the development of civil aviation and Q airport, carries on the enterprise SWOT analysis, reconstructs the Q airport performance appraisal system. The paper also puts forward the design scheme of airport balanced scorecard support system. This paper hopes to provide some reasonable reference and reference for improving the management level and enhancing the competitiveness of the airport industry after the localization and enterprise-oriented performance problems are urgently needed to be solved.
