【摘要】：本文研究的是日本船員保險(xiǎn)制度改革問(wèn)題,目的是探討我國(guó)建立船員保險(xiǎn)制度的可能性和可行性。由于近年來(lái)日本船員保險(xiǎn)的參保人數(shù)出現(xiàn)了持續(xù)減少以及財(cái)政赤字不斷攀高的趨勢(shì),日本政府通過(guò)對(duì)船員保險(xiǎn)制度的多項(xiàng)改革使其逐漸完善,充分保障了船員的疾病風(fēng)險(xiǎn)和災(zāi)害風(fēng)險(xiǎn)。尚未包含船員保險(xiǎn)項(xiàng)目的我國(guó)社會(huì)保險(xiǎn)制度,如何解決船員這一海上特定高風(fēng)險(xiǎn)的勞務(wù)群體的風(fēng)險(xiǎn)保障問(wèn)題,是本人研究的重心所在。論文的研究主要是通過(guò)文獻(xiàn)研究和歷史分析的方法,研究了日本船員保險(xiǎn)制度的發(fā)展歷程及制度改革措施。研究發(fā)現(xiàn)在日本船員保險(xiǎn)制度改革的過(guò)程中,政府充分發(fā)揮了主導(dǎo)作用,特別體現(xiàn)在制度內(nèi)容的不斷修訂與完善上。該制度通過(guò)調(diào)整保險(xiǎn)費(fèi)率和保險(xiǎn)項(xiàng)目的實(shí)施方式,以及行業(yè)協(xié)會(huì)運(yùn)行保險(xiǎn)制度的管理模式等是我國(guó)可以借鑒的經(jīng)驗(yàn)。但其高額給付、廣覆蓋且過(guò)細(xì)的保險(xiǎn)項(xiàng)目,由于是獨(dú)立運(yùn)行的保險(xiǎn)制度,制度的運(yùn)行需要大量的財(cái)政投入和人力資本,所以我國(guó)應(yīng)借鑒其相關(guān)的保障項(xiàng)目?jī)?nèi)容,作為融合于社會(huì)保險(xiǎn)制度之中的補(bǔ)充保險(xiǎn)是筆者研究的結(jié)論。
