【摘要】：道路運(yùn)輸業(yè)是國(guó)民經(jīng)濟(jì)的重要組成部分，在促進(jìn)經(jīng)濟(jì)社會(huì)發(fā)展、方便人民生活、解決城鄉(xiāng)人口就業(yè)、維護(hù)社會(huì)穩(wěn)定等方面發(fā)揮著重要的作用。改革開(kāi)放以來(lái)，陜西省道路運(yùn)輸業(yè)得到了巨大的發(fā)展，但是隨著市場(chǎng)經(jīng)濟(jì)的逐步完善，運(yùn)輸市場(chǎng)的競(jìng)爭(zhēng)日趨激烈，使得運(yùn)輸企業(yè)經(jīng)營(yíng)的不穩(wěn)定因素越來(lái)越多，市場(chǎng)增長(zhǎng)、顧客需求、技術(shù)更新等發(fā)展的速度大大加快。如何在激烈的競(jìng)爭(zhēng)中獲得優(yōu)勢(shì)，如何監(jiān)測(cè)和提升運(yùn)輸經(jīng)濟(jì)運(yùn)行效率是運(yùn)輸管理中必須重視的問(wèn)題。為此，建立科學(xué)、規(guī)范的運(yùn)輸經(jīng)濟(jì)運(yùn)行統(tǒng)計(jì)監(jiān)測(cè)體系，準(zhǔn)確及時(shí)地把握道路運(yùn)輸經(jīng)濟(jì)運(yùn)行狀況和發(fā)展態(tài)勢(shì)，是當(dāng)前亟需探索解決的重要課題。 本文采用文案調(diào)查、實(shí)地調(diào)查等方法對(duì)道路運(yùn)輸重點(diǎn)企業(yè)和道路運(yùn)輸經(jīng)濟(jì)運(yùn)行統(tǒng)計(jì)監(jiān)測(cè)進(jìn)行調(diào)查研究，分析了其現(xiàn)狀及存在問(wèn)題；在明確了道路運(yùn)輸重點(diǎn)企業(yè)調(diào)查和道路運(yùn)輸經(jīng)濟(jì)運(yùn)行統(tǒng)計(jì)監(jiān)測(cè)的現(xiàn)狀和問(wèn)題的基礎(chǔ)上，針對(duì)現(xiàn)狀和問(wèn)題建立和完善了道路運(yùn)輸經(jīng)濟(jì)運(yùn)行統(tǒng)計(jì)監(jiān)測(cè)指標(biāo)體系，優(yōu)化了監(jiān)測(cè)指標(biāo)數(shù)據(jù)收集方法，建立了道路運(yùn)輸經(jīng)濟(jì)運(yùn)行監(jiān)測(cè)指標(biāo)數(shù)據(jù)采集方案，探索了道路運(yùn)輸統(tǒng)計(jì)監(jiān)測(cè)的新方法。為分析陜西道路運(yùn)輸經(jīng)濟(jì)運(yùn)行情況，在理論研究的基礎(chǔ)上，基于陜西道路運(yùn)輸重點(diǎn)企業(yè)調(diào)查，從監(jiān)測(cè)主體、監(jiān)測(cè)客體、監(jiān)測(cè)指標(biāo)、監(jiān)測(cè)數(shù)據(jù)采集、監(jiān)測(cè)方法、監(jiān)測(cè)平臺(tái)等幾個(gè)方面構(gòu)建了陜西道路運(yùn)輸經(jīng)濟(jì)運(yùn)行統(tǒng)計(jì)監(jiān)測(cè)體系以及監(jiān)測(cè)體系的實(shí)施方案。在構(gòu)建實(shí)施方案的過(guò)程中明確了總體目標(biāo)、監(jiān)測(cè)對(duì)象，細(xì)化了監(jiān)測(cè)內(nèi)容，確定了不同監(jiān)測(cè)對(duì)象的監(jiān)測(cè)方法，采用模糊集合和模糊統(tǒng)計(jì)確定隸屬函數(shù)的方法選擇了監(jiān)測(cè)點(diǎn)，設(shè)置了監(jiān)測(cè)點(diǎn)的淘汰輪換方案，對(duì)功效系數(shù)法、模糊綜合評(píng)價(jià)法、投入產(chǎn)出法等監(jiān)測(cè)數(shù)據(jù)的基本分析方法進(jìn)行了論述，，并提出了監(jiān)測(cè)體系的組織實(shí)施建議。
[Abstract]:Road transportation is an important part of the national economy. It plays an important role in promoting economic and social development, facilitating people's life, solving the employment of urban and rural population, maintaining social stability, etc. Since the reform and opening up, The road transportation industry in Shaanxi Province has been greatly developed. However, with the gradual improvement of the market economy, the competition in the transportation market is becoming increasingly fierce, which makes the unstable factors of transportation enterprises' operation more and more, market growth, and customer demand. The speed of the development of technology renewal is greatly accelerated. How to gain the advantage in the fierce competition, how to monitor and improve the efficiency of the transportation economy is the problem that must be paid attention to in the transportation management. The standardized statistical monitoring system of transportation economy operation, accurately and timely grasp the road transportation economic operation situation and development trend, is an important subject that needs to be explored and solved. In this paper, the methods of document investigation and field investigation are used to investigate and study the statistical monitoring of road transportation key enterprises and economic operation of road transport, and the present situation and existing problems are analyzed. On the basis of defining the current situation and problems of the survey of key enterprises of road transport and the statistical monitoring of economic operation of road transport, the paper establishes and perfects the statistical monitoring index system of economic operation of road transport, aiming at the present situation and problems. This paper optimizes the data collection method of monitoring index, establishes the data collection scheme of economic operation monitoring index of road transportation, and probes into a new method of road transport statistical monitoring. On the basis of the theoretical research, based on the investigation of the key enterprises of Shaanxi road transportation, from the monitoring subject, the monitoring object, the monitoring index, the monitoring data collection, the monitoring method, The statistical monitoring system of economic operation of Shaanxi road transportation and the implementation scheme of the monitoring system are constructed in several aspects, such as the monitoring platform, etc. In the process of constructing the implementation scheme, the overall goal, the monitoring object and the monitoring content are clarified, and the monitoring contents are refined. The monitoring methods of different monitoring objects are determined, the monitoring points are selected by the methods of fuzzy set and fuzzy statistics to determine the membership function, the rotation scheme of the monitoring points is set up, the efficiency coefficient method and the fuzzy comprehensive evaluation method are set up. The basic analysis methods of monitoring data such as input-output method are discussed, and suggestions for the organization and implementation of monitoring system are put forward.
