【摘要】:建設(shè)城市軌道交通系統(tǒng),已逐漸成為城鎮(zhèn)化背景下解決大城市交通擁堵問題的第一選擇。論文首先從國際視角出發(fā),研究國外主要城市軌道交通系統(tǒng)與城市空間形態(tài)在聯(lián)合演化過程中的相互作用,并指出市郊鐵路在城市軌道交通系統(tǒng)中的重要地位。對比分析我國城市軌道交通建設(shè)中存在的起步晚、造價高、運(yùn)能不足等問題,并探明城市既有鐵路資源閑置的現(xiàn)狀。在我國大城市既有鐵路“相對富余”與城市軌道交通“相對不足”的現(xiàn)實情況下,如何合理利用既有鐵路的時空經(jīng)濟(jì)特性,彌補(bǔ)城市軌道交通在時空關(guān)系中的配置不足,促進(jìn)既有鐵路交通區(qū)位與大城市經(jīng)濟(jì)區(qū)位之間的耦合發(fā)展,成為本文關(guān)注的焦點。 論文結(jié)合前人的相關(guān)研究成果,基于交通供給與交通需求的時空特征分析,運(yùn)用經(jīng)濟(jì)區(qū)位理論、交通區(qū)位理論,研究大城市既有鐵路的交通區(qū)位與城市經(jīng)濟(jì)區(qū)位的耦合關(guān)系,并構(gòu)建起兩者在物理空間、企業(yè)組織與政策體制三個層面的耦合分析框架,闡釋了利用既有鐵路資源發(fā)展城市軌道交通,促進(jìn)城市空間形態(tài)合理發(fā)展的影響機(jī)制。隨后以北京市作為研究實證,利用時間與空間維度的演化路徑分析,確定北京既有鐵路資源與城市空間形態(tài)互適性顯著,繼而借助既有鐵路的交通區(qū)位與城市經(jīng)濟(jì)區(qū)位的耦合分析框架,對北京市郊鐵路線網(wǎng)規(guī)劃進(jìn)行既有鐵路資源的利用研究,明確規(guī)劃合理性與改進(jìn)對策。針對現(xiàn)階段北京既有鐵路利用存在的體制、組織、技術(shù)、財務(wù)等方面的障礙,提出企業(yè)組織運(yùn)營層面與政策體制層面耦合的相應(yīng)建議,建立可靠、時空轉(zhuǎn)換效率高和財務(wù)可持續(xù)的城市軌道交通運(yùn)營系統(tǒng),解決北京市總體規(guī)劃中“兩帶”與“多中心”的市郊運(yùn)輸問題。
[Abstract]:The construction of urban rail transit system has gradually become the first choice to solve the problem of traffic congestion in large cities under the background of urbanization. This paper studies the interaction between the main urban rail transit system and the urban spatial form in the process of joint evolution. It also points out the important position of suburban railway in the urban rail transit system, and compares and analyzes the problems existing in the construction of urban rail transit in China, such as late start, high cost, insufficient transportation capacity and so on. And to find out the status quo of idle railway resources in cities. In the reality of "relative surplus" of existing railways and "relatively insufficient" of urban rail transit in big cities of China. How to make rational use of the space-time economic characteristics of existing railways, make up for the insufficient allocation of urban rail transit in the space-time relationship, and promote the coupling development between the existing railway traffic location and the economic location of large cities. Become the focus of this paper. Based on the analysis of temporal and spatial characteristics of traffic supply and traffic demand, this paper applies economic location theory and traffic location theory. This paper studies the coupling relationship between the transportation location of existing railways and the urban economic location in big cities, and constructs a coupling analysis framework of the two in the physical space, enterprise organization and policy system. This paper explains the influence mechanism of developing urban rail transit with existing railway resources and promoting the rational development of urban spatial form. Then it takes Beijing as an empirical study and analyzes the evolution path of time and space dimensions. It is determined that the relationship between the existing railway resources and the urban spatial form is significant in Beijing, and then the coupling analysis framework between the existing railway traffic location and the urban economic location is used. This paper studies the utilization of the existing railway resources in the planning of the railway network in the suburbs of Beijing, and clarifies the rationality of the planning and the countermeasures for improvement, aiming at the existing system, organization and technology of the utilization of the existing railways in Beijing at the present stage. The obstacles in finance and other aspects, put forward the corresponding suggestions of enterprise organization and operation level and policy institutional level coupling, and establish a reliable, space-time conversion efficiency and financial sustainability of urban rail transit operation system. Solve the suburban transportation problem of "two belts" and "multi-center" in the master plan of Beijing.
