【摘要】:作為國民經(jīng)濟大動脈和運輸方式的主導(dǎo)力量,鐵路及鐵路網(wǎng)絡(luò)對于區(qū)域經(jīng)濟的促進和帶動作用巨大,對物流快速發(fā)展取得決定性的促進作用,,特別是在近十數(shù)年中通過國家基礎(chǔ)設(shè)施的重大投入取得了突飛猛進的成就,各地區(qū)對于鐵路建設(shè)都給予了高度的重視和關(guān)注,尤其在規(guī)劃方面,原鐵道部依據(jù)區(qū)域經(jīng)濟發(fā)展以及路網(wǎng)綜合構(gòu)建,制定鐵路中長期發(fā)展規(guī)劃,并依據(jù)規(guī)劃內(nèi)容組織鐵路項目建設(shè),形成了鐵路跨越式發(fā)展的新格局。 但對于西部地區(qū),尤其是西部經(jīng)濟落后地區(qū),歷史上就存在路網(wǎng)稀疏、鐵路布局不足的現(xiàn)象,加之經(jīng)濟發(fā)展的不均衡和經(jīng)濟總量的不足,新建鐵路項目的貸款償還期及投資回收期必定較發(fā)達地區(qū)更長也更困難,因此,西部地區(qū)鐵路網(wǎng)規(guī)劃比發(fā)達地區(qū)少,這就更加拉大了東、西部地區(qū)間的發(fā)展差距。全國各地區(qū)為了發(fā)展本區(qū)域經(jīng)濟,也會根據(jù)區(qū)域經(jīng)濟和社會實際,制定區(qū)域鐵路發(fā)展規(guī)劃,如何更好地將國家的鐵路規(guī)劃與地區(qū)的鐵路規(guī)劃結(jié)合在一起,制定更加符合宏觀經(jīng)濟發(fā)展、區(qū)域內(nèi)路網(wǎng)完善、鐵路布局更加合理的鐵路發(fā)展規(guī)劃,對于各地區(qū)以及鐵路部門都應(yīng)是需要關(guān)注和研究的內(nèi)容。 本論文從分析青海省區(qū)域經(jīng)濟現(xiàn)狀和特點、產(chǎn)業(yè)結(jié)構(gòu)特征和未來調(diào)整方向以及產(chǎn)業(yè)布局的現(xiàn)狀和未來發(fā)展,分析青海省鐵路布局現(xiàn)狀及與青海經(jīng)濟發(fā)展、物流需求的適應(yīng)性,研究和闡述了青海省鐵路規(guī)劃的合理性、可行性,以及與國家鐵路規(guī)劃間的差異性。本論文還通過建立數(shù)學(xué)模型,對青海省內(nèi)鐵路分區(qū)段未來貨物發(fā)送量進行了預(yù)測分析,研究得出,青海省鐵路布局以及規(guī)劃存在與區(qū)域經(jīng)濟發(fā)展步伐、區(qū)域產(chǎn)業(yè)布局以及物流需求等方面的不適應(yīng)性,針對存在的不適應(yīng)性提出了對國家鐵路規(guī)劃和青海省鐵路規(guī)劃的調(diào)整建議。 在本文的最后,分別對提出的調(diào)整建議進行了評價,進一步評價和確定了規(guī)劃調(diào)整意見的可行性和必要性。
[Abstract]:As a leading force in the main artery of the national economy and transportation of railway and railway network for promoting regional economy and leading role, a decisive role in promoting the rapid development of logistics, especially in the last decade by major national infrastructure investment has obtained great achievements, the area for railway construction are given high degree of attention and concern, especially in terms of planning, the former Ministry of Railways on the basis of the regional economic development and comprehensive construction of railway network, establish long-term development plan, and on the basis of planning organization of railway construction projects, the formation of a new pattern of railway development by leaps and bounds.
But in the western region, especially in economically backward areas, there is the history of sparse road network, railway layout shortage, coupled with lack of economic development is not balanced and the total economy, new railway projects of the loan repayment period and the payback period will be longer than the developed regions is more difficult, therefore, the western region railway network planning this is less than the developed regions, more widening development gap between the East and west region. All regions of the country to the regional economic development, will be based on the regional economic and social development planning, regional railway, how to better integrate railway planning and railway planning area of the country together, to develop more in line with the the macro economic development, regional road network improvement, railway development plan of railway layout more reasonable, for each region and railway departments should need attention and research content.
This thesis analyzes the status and characteristics of regional economy in Qinghai Province, the characteristics of industrial structure and industrial layout adjustment direction and future status and future development of Qinghai Province, analysis the status and distribution of railway and the development of Qinghai economy, logistics demand adaptability, feasibility studies and expounds the rationality of planning of railway in Qinghai Province, and the difference with the national railway planning between. This paper also through the establishment of mathematical model of Qinghai Province Railway Section future freight volume forecast analysis of Qinghai province railway layout and planning with the pace of regional economic development, regional industrial layout and logistics demand and other aspects of the adaptability, aiming at the inadaptability of proposed adjustment the national railway planning and Qinghai railway planning.
At the end of this paper, the suggestions for the adjustment are evaluated, and the feasibility and necessity of the planning adjustment are further evaluated and determined.
