碳排放與經(jīng)濟(jì)增長脫鉤指標(biāo)的實(shí)證測度

【摘要】:哥本哈根大會以后,發(fā)展低碳經(jīng)濟(jì)與節(jié)能減排成為國內(nèi)外關(guān)注的焦點(diǎn)。文章基于Tapio脫鉤指標(biāo)對1995~2007年間我國中、東、西三大區(qū)碳排放與經(jīng)濟(jì)增長之間的脫鉤關(guān)系進(jìn)行測度并對脫鉤指標(biāo)進(jìn)行因果鏈分解,結(jié)果顯示三大區(qū)域大部分時間內(nèi)經(jīng)濟(jì)增長與碳排放之間出現(xiàn)弱脫鉤狀態(tài),經(jīng)濟(jì)增長速度大于碳排放增長速度,工業(yè)能源利用效率的提高為碳排放增長速度的減緩起到了主要作用,表明節(jié)能減排工作初顯成效;但近年來煤炭在總體能源結(jié)構(gòu)中的主體地位進(jìn)一步加強(qiáng),碳排放與經(jīng)濟(jì)增長之間的脫鉤關(guān)系呈惡化的趨勢,對以后的節(jié)能減排工作形成挑戰(zhàn)。
[Abstract]:After Copenhagen Conference, the development of low-carbon economy and energy conservation and emission reduction has become the focus of attention at home and abroad. Based on the Tapio decoupling index, this paper measures the decoupling relationship between carbon emissions and economic growth in the middle, east and west regions of China in 1995-2007, and decomposes the decoupling index into a causal chain. The results show that there is a weak decoupling between economic growth and carbon emissions in most of the three regions, and the rate of economic growth is greater than that of carbon emissions. The improvement of industrial energy utilization efficiency has played a major role in slowing down the growth rate of carbon emissions, which shows that energy saving and emission reduction are beginning to be effective. However, in recent years, the dominant position of coal in the overall energy structure has been further strengthened, and the decoupling relationship between carbon emissions and economic growth is deteriorating, which poses a challenge to the future work of energy conservation and emission reduction.
