【摘要】：斯密雖然強調(diào)市場機制調(diào)節(jié)的基礎性作用,認為市場經(jīng)濟運行和社會資源配置應主要由看不見的手(市場機制)來調(diào)節(jié);但他并沒有忽視政府在市場經(jīng)濟中的重要角色和作用。他認為,在市場經(jīng)濟運行、特別是在宏觀經(jīng)濟運行中,政府自覺調(diào)節(jié)是不可或缺的。在市場經(jīng)濟中,政府既是公共產(chǎn)品的生產(chǎn)經(jīng)營者,又是市場規(guī)則的制定者和監(jiān)督執(zhí)行者,還是一個拾遺補缺者和經(jīng)濟調(diào)節(jié)者。斯密反對國家干預經(jīng)濟的概念是有特定含義、前提條件和適用范圍限制的。人們絕不能把它理解為市場經(jīng)濟的一般原理和普適法則。
[Abstract]:Although Smith emphasizes the basic role of market mechanism regulation, thinks that market economy operation and social resources allocation should be mainly regulated by invisible hand (market mechanism), he does not neglect the important role and role of government in market economy. He believed that in the market economy operation, especially in the macroeconomic operation, the government self-regulation is indispensable. In the market economy, the government is not only the producer of public goods, but also the maker and executor of market rules. Smith's opposition to the concept of state intervention has specific implications, preconditions and limits of application. It must not be understood as the general principles and universal principles of a market economy.
