【摘要】：2011年世界氣候大會(huì)已經(jīng)啟動(dòng)綠色氣候基金的運(yùn)作,就綠色氣候基金融資問(wèn)題,國(guó)際貨幣基金組織職員報(bào)告提出了基于特別提款權(quán)的融資構(gòu)想:將特別提款權(quán)作為基金的儲(chǔ)備資本,再借助世界銀行發(fā)行綠色證券以調(diào)動(dòng)私人資本資源,同時(shí)要求發(fā)達(dá)國(guó)家提供財(cái)政補(bǔ)貼資源,以滿足基金長(zhǎng)期穩(wěn)定的融資目標(biāo)。雖然對(duì)此融資構(gòu)想還存在許多質(zhì)疑,但是其創(chuàng)新性和可行性不容忽視,未來(lái)基金的創(chuàng)建和運(yùn)作可以考慮借鑒。
[Abstract]:The 2011 World Climate Conference has launched the Green Climate Fund to finance the Green Climate Fund, The IMF staff report presents a vision for financing based on SDRs: SDRs as the reserve capital of the Fund and the World Bank issuing green securities to mobilize private capital resources. At the same time, developed countries are required to provide financial subsidy resources to meet the fund's long-term and stable financing targets. Although there are still many doubts about the concept of financing, but its innovation and feasibility can not be ignored, the establishment and operation of future funds can be considered for reference.
