“碳鎖定”與低碳技術(shù)制度的路徑演化

【摘要】:在全球變暖、環(huán)境惡化的背景下,低碳技術(shù)的應(yīng)用和擴(kuò)散卻相對(duì)緩慢,其原因在于"碳鎖定"效應(yīng)。"碳鎖定"概念雖然抓住了碳基技術(shù)制度演化的路徑依賴特征,卻過分強(qiáng)調(diào)依靠外生力量打破"鎖定"。初步構(gòu)建了一個(gè)描述性的技術(shù)制度路徑演化模型,指出"鎖定"只是路徑演化過程中暫時(shí)的均衡狀態(tài),還會(huì)出現(xiàn)路徑的消解、突破和偏離。其中,路徑偏離是技術(shù)制度的內(nèi)生變化,是打破"鎖定"的主要力量。
[Abstract]:In the context of global warming and environmental degradation, the application and diffusion of low-carbon technologies are relatively slow, due to the "carbon locking" effect. " Although the concept of carbon locking grasps the path-dependent characteristics of the evolution of carbon-based technological institutions, it over-emphasizes relying on exogenous forces to break "locking". A descriptive model of technological institutional path evolution is constructed preliminarily. It is pointed out that "locking" is only a temporary equilibrium state in the course of path evolution, and there will also be path resolution, breakthrough and deviation. Among them, path deviation is the endogenous change of technological system and the main force to break "lock".
