【摘要】：基于文獻(xiàn)綜述,中國(guó)地方公共品供給的邏輯可以歸結(jié)為:市場(chǎng)化進(jìn)程客觀上要求重新界定市場(chǎng)行為與政府責(zé)任的邊界,而政府履行責(zé)任的過(guò)程可以視同為提供公共品的過(guò)程;中國(guó)式分權(quán)使得絕大多數(shù)公共品供給卸責(zé)給下級(jí)政府來(lái)承擔(dān);地方政府激勵(lì)約束決定了地方公共品供給數(shù)量、結(jié)構(gòu)與效率。此邏輯為解釋中國(guó)經(jīng)濟(jì)轉(zhuǎn)型中的市場(chǎng)與政府、中央與地方、增長(zhǎng)與失衡、公平與發(fā)展這些重大問(wèn)題提供了一個(gè)有益的分析視角。
[Abstract]:Based on the literature review, the logic of local public goods supply in China can be summed up as follows: the market-oriented process requires redefining the boundary between market behavior and government responsibility objectively, while the process of government performing responsibility can be regarded as the process of providing public goods; Chinese decentralization makes most of the public goods supply blame to the lower government, and the local government incentive and restraint determine the quantity, structure and efficiency of the local public goods supply. This logic provides a useful perspective to explain the market and government, central and local, growth and imbalance, equity and development in China's economic transformation.
