【摘要】： 作為區(qū)位經(jīng)濟(jì)要素,不完全流動(dòng)的科技能力作用于區(qū)域,用以描述區(qū)域內(nèi)經(jīng)濟(jì)、社會(huì)與科技的互動(dòng)程度及主體之間進(jìn)行科技活動(dòng)將會(huì)減少的不確定性和交易成本,同時(shí)支撐起區(qū)域間科技互動(dòng)的平臺(tái),用以描繪使區(qū)域充分利用信息和知識(shí)的氛圍,并提供鼓勵(lì)主體間協(xié)作的機(jī)制。區(qū)域科技能力通常以向市場(chǎng)提供產(chǎn)品或服務(wù)來(lái)獲得表征。研究科技能力是研究區(qū)域產(chǎn)業(yè)結(jié)構(gòu)預(yù)決性的基礎(chǔ)。本文從科技能力概念及與相關(guān)概念的區(qū)別入手,對(duì)區(qū)域科技能力的性質(zhì)及區(qū)域化特征和原因加以定性化研究;同時(shí)基于定量研究的區(qū)域科技能力指標(biāo)體系構(gòu)建及分析將幫助我們找到區(qū)域科技能力的培養(yǎng)路徑;在此基礎(chǔ)上建構(gòu)區(qū)域產(chǎn)業(yè)結(jié)構(gòu)與區(qū)域科技能力的有效結(jié)合點(diǎn),提出基于區(qū)域科技能力現(xiàn)狀的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整方向和主導(dǎo)產(chǎn)業(yè)選擇方案,尋求國(guó)民經(jīng)濟(jì)總體和區(qū)域的最優(yōu)化,以期對(duì)國(guó)內(nèi)的區(qū)位經(jīng)濟(jì)要素——科技能力的發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整提供具有現(xiàn)實(shí)意義的參考,從而進(jìn)一步證明區(qū)域科技能力培養(yǎng)的必要性。以上研究?jī)?nèi)容,對(duì)區(qū)域科技能力及其培養(yǎng)路徑進(jìn)行了系統(tǒng)的理論探索,并提出區(qū)域?qū)用媾囵B(yǎng)科技能力的必要性,具有一定的開(kāi)拓意義和現(xiàn)實(shí)指導(dǎo)意義。
[Abstract]:As an element of regional economy, the incomplete flow of scientific and technological capacity acts on the region, which describes the degree of interaction between the economy, society and science and technology in the region, and the uncertainty and transaction cost that will be reduced by the scientific and technological activities between the subjects. At the same time, it provides a platform for scientific and technological interaction between regions to describe the atmosphere in which the region can make full use of information and knowledge, and to provide a mechanism to encourage collaboration among subjects. Regional technological capabilities are usually represented by providing products or services to the market. The research of science and technology ability is the foundation of studying the predecision of regional industrial structure. This paper starts with the concept of scientific and technological capability and the difference between it and related concepts, and makes a qualitative study on the nature, regionalization characteristics and reasons of regional scientific and technological capability. At the same time, the construction and analysis of the index system of regional scientific and technological capability based on quantitative research will help us to find the way to cultivate regional scientific and technological capability, and on this basis, to construct the effective combination of regional industrial structure and regional scientific and technological capability. The industrial structure adjustment direction and leading industry selection scheme based on the current situation of regional scientific and technological capability are put forward to seek the overall and regional optimization of the national economy. It is expected to provide a practical reference for the development of the local economic element-the scientific and technological capability and the adjustment of the industrial structure, thus further proving the necessity of the cultivation of the regional scientific and technological capability. The above research content has carried on the systematic theoretical exploration to the regional scientific and technological ability and its cultivation path, and has proposed the necessity of the regional level to cultivate the scientific and technological ability, which has certain pioneering significance and realistic guiding significance.
