【摘要】：根據(jù)我國流域生態(tài)補償實踐的3種類型,即跨界流域生態(tài)補償、跨界流域污染賠償與水源地保護生態(tài)補償,將我國流域生態(tài)補償標準核算方法總結(jié)為跨界斷面水質(zhì)水量生態(tài)補償和水源地保護的生態(tài)補償2種方法。通過對已有實踐和研究方法的總結(jié),分析各種核算方法的內(nèi)涵和特征,認為跨界斷面水質(zhì)水量生態(tài)補償標準核算方法適用于水體污染嚴重和跨界影響問題突出、上下游經(jīng)濟發(fā)展差距不大的流域,水源地保護的生態(tài)補償標準核算方法適用于上下游經(jīng)濟發(fā)展水平差距較大的水源地區(qū)域。
[Abstract]:According to three types of watershed ecological compensation in China, namely, transboundary watershed ecological compensation, transboundary watershed pollution compensation and water source protection ecological compensation. The standard accounting method of watershed ecological compensation in China is summarized as ecological compensation of water quality and quantity of cross section and ecological compensation of water source protection. Based on the summary of existing practice and research methods, the connotation and characteristics of various accounting methods are analyzed. It is considered that the standard accounting method of ecological compensation for water quality and quantity of transboundary cross-section is suitable for serious water pollution and the problem of transboundary impact is prominent. The ecological compensation standard accounting method of water source protection is suitable for the water source areas where the economic development level of upper and lower reaches is large.
