【摘要】：如何進(jìn)行有效的配額總量設(shè)置是中國實施國家級排放交易機制所要面對的首要課題,其實施效果的優(yōu)劣將直接影響到配額初始分配和交易,在遇到經(jīng)濟周期影響等結(jié)構(gòu)性問題時,則需要借助總量調(diào)整機制加以補充修正。歐盟排放交易體系通過近10年的實踐,在總量設(shè)定的路徑選擇、總量的分解模式以及總量結(jié)構(gòu)調(diào)整機制設(shè)計等方面積累了豐富的經(jīng)驗,對于我國未來全國統(tǒng)一排放交易體系中總量設(shè)定規(guī)則的設(shè)計具有借鑒意義。
[Abstract]:How to set up the total amount of quota effectively is the most important task for China to implement the national emission trading mechanism, and the effect of its implementation will directly affect the initial allocation and trading of quotas. In the case of structural problems such as the impact of the economic cycle, it needs to be supplemented by the aggregate adjustment mechanism. After nearly 10 years of practice, the EU emission trading system has accumulated rich experience in the path selection of total amount setting, the decomposition mode of total amount and the design of aggregate structure adjustment mechanism, etc. It can be used for reference in the design of the total quantity setting rules in the future national unified emission trading system.
