【摘要】：政府水環(huán)境保護(hù)投入是實(shí)現(xiàn)我國經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展的必然要求,而"公地的悲劇"與水環(huán)境保護(hù)投資的外部性是政府投資的理論基礎(chǔ)。近年來,我國水環(huán)境保護(hù)政府投資力度不斷增加,水環(huán)境保護(hù)投資產(chǎn)出成效初步顯現(xiàn),但仍存在不少問題:政府投資來源依然比較單一;資金較為分散,整合效應(yīng)不強(qiáng);投資方向用于治理工業(yè)污染的多,用于治理農(nóng)村面源污染的少;政府投資"重建設(shè)、輕維護(hù)"現(xiàn)象比較突出;政府投資方式和機(jī)制比較單一,缺乏杠桿效應(yīng),最終導(dǎo)致,水環(huán)境保護(hù)政府投資效果不盡如人意。針對這些問題,從以下幾個(gè)方面提出完善我國水環(huán)境保護(hù)政府投資的政策建議:一是拓寬水環(huán)境保護(hù)政府投資的資金來源渠道;二是進(jìn)一步明確水環(huán)境保護(hù)政府投資的資金使用方向和重點(diǎn);三是促進(jìn)水環(huán)境保護(hù)政府投資機(jī)制創(chuàng)新;四是完善并創(chuàng)新流域水環(huán)境保護(hù)的政府投資管理體制;五是建立健全的流域水污染防治的投資監(jiān)管機(jī)制。
[Abstract]:Government investment in water environment protection is an inevitable requirement to realize the sustainable development of our country's economy and society, and the tragedy of common land and the externality of water environment protection investment are the theoretical basis of government investment. In recent years, the government investment in water environment protection in China has been increasing, and the output effect of water environment protection investment has been shown initially, but there are still many problems: the source of government investment is still relatively single, the funds are scattered, and the integration effect is not strong. The investment direction is more used to control industrial pollution and less used to control rural non-point source pollution; the phenomenon of government investment "paying more attention to construction than maintenance" is more prominent; the mode and mechanism of government investment are relatively simple and lack of leverage effect, which ultimately leads to, The water environment protection government investment effect is not satisfactory. In view of these problems, this paper puts forward some policy suggestions to perfect the government investment in water environment protection in China from the following aspects: first, widening the sources of funds for water environment protection government investment; The second is to further clarify the direction and emphasis of government investment in water environment protection, the third is to promote the innovation of government investment mechanism for water environment protection, and the fourth is to perfect and innovate the government investment management system for water environment protection in watersheds. Fifth, the establishment of a sound river basin water pollution prevention and control of investment supervision mechanism.
