【摘要】：隨著經(jīng)濟(jì)的飛速發(fā)展,生態(tài)環(huán)境危機(jī)日益嚴(yán)重,生態(tài)建設(shè)刻不容緩,而作為我國經(jīng)濟(jì)發(fā)展重鎮(zhèn)的蘇南地區(qū)在生態(tài)建設(shè)方面也作了有益的嘗試。生態(tài)補(bǔ)償作為生態(tài)建設(shè)中的利益協(xié)調(diào)機(jī)制,其工作成果對(duì)生態(tài)環(huán)境保護(hù)治理成效有重要的影響。從生態(tài)補(bǔ)償利益博弈的視角出發(fā),在對(duì)生態(tài)補(bǔ)償中各利益方的博弈行為及其利益訴求進(jìn)行分析的基礎(chǔ)上,針對(duì)蘇南地區(qū)在生態(tài)補(bǔ)償工作中存在的權(quán)利回應(yīng)機(jī)制缺失、融資手段單一、監(jiān)管機(jī)制簡(jiǎn)陋等一系列問題進(jìn)行的分析表明,通過包括受償者利益反饋機(jī)制、市場(chǎng)交易平臺(tái)在內(nèi)的權(quán)力回應(yīng)機(jī)制的構(gòu)建,市場(chǎng)調(diào)控手段的采用和市場(chǎng)機(jī)制的建設(shè),監(jiān)管體制以及國家和地區(qū)生態(tài)補(bǔ)償法律體系的建立和完善來實(shí)現(xiàn)在生態(tài)補(bǔ)償決策、運(yùn)行、管理三個(gè)層面各利益主體間的交流和相互制約,有利于構(gòu)建完善的生態(tài)補(bǔ)償利益平衡機(jī)制,而群眾環(huán)境保護(hù)意識(shí)和生態(tài)維權(quán)意識(shí)的增強(qiáng)則是生態(tài)補(bǔ)償制度得以順利運(yùn)行的社會(huì)基礎(chǔ)和根本保障。
[Abstract]:With the rapid development of economy, the ecological environment crisis is becoming more and more serious, ecological construction is urgent, and the south of Jiangsu province, as the important economic development town of our country, has also made a beneficial attempt in the aspect of ecological construction. As the benefit coordination mechanism in ecological construction, ecological compensation has an important impact on the effectiveness of ecological environmental protection and governance. From the perspective of ecological compensation interest game, based on the analysis of the game behavior and interest demands of various stakeholders in ecological compensation, this paper aims at the lack of right response mechanism in the ecological compensation work in southern Jiangsu. The analysis of a series of problems, such as single financing means, simple supervision mechanism and so on, shows that the power response mechanism, including the feedback mechanism of the payee's interests and the market trading platform, is constructed. The adoption of market control means, the construction of market mechanism, the establishment and perfection of supervision system and the legal system of national and regional ecological compensation are used to realize the decision and operation of ecological compensation. Management of the three levels of the exchange and mutual restriction between the main interests, is conducive to the construction of a sound ecological compensation interests balance mechanism, The enhancement of the consciousness of environmental protection and ecological protection of the masses is the social foundation and fundamental guarantee for the smooth operation of the ecological compensation system.
