【摘要】： 自1954年9月起,李先念奉調(diào)到中央工作,出任國務院副總理兼財政部長,負責領導全國財政經(jīng)濟工作,時間長達十幾年。在此期間,李先念懷著對黨對國家對人民高度負責的使命感,對如何進行社會主義經(jīng)濟建設這一重大歷史課題進行了積極的探索,并在不斷的學習和實踐中,形成了其富有特色的社會主義經(jīng)濟建設思想。 在財政經(jīng)濟方面,他提出了國家財政的增長,要依靠國民經(jīng)濟的發(fā)展和提高、財政工作做得好不好,極大地影響著經(jīng)濟的發(fā)展等思想,并對如何實現(xiàn)財政、信貸、物資、外匯綜合平衡進行了深入的探討;在經(jīng)濟改革方面,他主張改進財政管理體制,擴大地方的財政管理權限、改進信貸管理體制,嚴格控制信貸投放,并要求嚴格劃清財政資金和信貸資金的界限;在外貿(mào)經(jīng)濟方面,他認為要發(fā)展對外貿(mào)易,首先是增加出口,并將引進先進技術和設備工作提高到關系實現(xiàn)四個現(xiàn)代化的高度,他強調(diào),在外貿(mào)工作中,要正確處理好國內(nèi)市場與國外市場,進口與出口之間的關系等;在農(nóng)業(yè)經(jīng)濟方面,他非常重視農(nóng)業(yè)的基礎地位,提出用“定產(chǎn)、定購、定銷”的辦法,保證糧食供應;李先念還在商業(yè)方面形成了豐富的思想,提出商業(yè)部門要樹立生產(chǎn)觀點,強調(diào)市場物價工作,保證人民生活。 李先念關于社會主義經(jīng)濟建設的思想不僅指導我國社會主義經(jīng)濟建設取得了巨大成就,成為毛澤東經(jīng)濟建設思想的重要組成部分,而且為中國特色社會主義經(jīng)濟建設理論奠定了重要的思想基礎。因此,認真學習和探析李先念社會主義經(jīng)濟建設思想,不僅有利于我們分析老一輩無產(chǎn)階級革命家在領導經(jīng)濟工作方面的得失,總結(jié)我國社會主義經(jīng)濟建設的經(jīng)驗與教訓,而且對新世紀新階段如何進行經(jīng)濟建設,加快推進我國社會主義現(xiàn)代化建設也具有重要的借鑒意義。
[Abstract]:Since September 1954, Li Xiannian has been assigned to the Central Committee as Vice Premier and Minister of Finance, responsible for leading the national financial and economic work for more than ten years. During this period, Li Xiannian, with a high sense of responsibility for the party to the country to the people, made a positive exploration of how to carry out the socialist economic construction as a major historical subject, and was constantly studying and practicing. He has formed his characteristic idea of socialist economic construction. In the area of finance and economy, he proposed that the growth of state finance should depend on the development and improvement of the national economy, and that the financial work should be done well. It greatly influenced the development of economy and discussed how to realize the comprehensive balance of finance, credit, material and foreign exchange. In the aspect of economic reform, he advocated to improve the financial management system and expand the local financial management authority. Improving the credit management system, strictly controlling credit lending, and demanding that the boundaries between financial funds and credit funds be strictly delimited; in the foreign trade economy, he believes that to develop foreign trade, the first is to increase exports. He also raised the work of introducing advanced technology and equipment to the level of realizing the four modernizations.He stressed that in foreign trade work, it is necessary to properly handle the relationship between the domestic market and the foreign market, import and export, and so on; and in the agricultural economy, He attached great importance to the basic position of agriculture, and put forward the method of "fixed production, ordered purchase and fixed sales" to ensure food supply. Li Xiannian also formed rich ideas in the commercial field, and proposed that the commercial sector should set up a production viewpoint. Emphasizing the work of market price and ensuring the people's life. Li Xiannian's thought on socialist economic construction has not only made great achievements in China's socialist economic construction, but also become an important part of Mao Zedong's economic construction. Moreover, it lays an important ideological foundation for the theory of socialist economic construction with Chinese characteristics. Therefore, studying and analyzing the thought of socialist economic construction of Li Xiannian is not only helpful for us to analyze the gains and losses of the older generation of proletarian revolutionaries in leading economic work, but also to sum up the experience and lessons of socialist economic construction in our country. Moreover, it is also of great significance for the economic construction in the new century and the promotion of socialist modernization in China.
