【摘要】：正生態(tài)產(chǎn)權(quán)界定是生態(tài)補(bǔ)償?shù)闹匾F(xiàn)實(shí)依據(jù),對(duì)于生態(tài)補(bǔ)償?shù)拈_展和生態(tài)環(huán)境保護(hù)具有重要作用,但如何界定成了現(xiàn)實(shí)中的一個(gè)難題。由于生態(tài)資源產(chǎn)權(quán)不明晰等問題的存在,造成生態(tài)補(bǔ)償沒有完全貫徹到實(shí)處,生態(tài)資源的價(jià)值也沒有全部體現(xiàn)出來。
[Abstract]:The definition of positive ecological property right is an important practical basis for ecological compensation, which plays an important role in the development of ecological compensation and the protection of ecological environment, but how to define it has become a difficult problem in reality. Due to the existence of unclear property rights of ecological resources, ecological compensation has not been fully implemented and the value of ecological resources has not been fully reflected.
