【摘要】：在全面建設小康社會的新時期，提升公共服務水平、提供更多更好的公共物品來滿足人民群眾日益增長的需求，成為我國政府面臨的重要課題。本文就是針對這一現(xiàn)實要求，在治理理論的視野下，以合作治理網(wǎng)絡為著手點，探討了公共物品供給的有效途徑，即：打破政府壟斷公共物品供給的狀態(tài)，引導私營部門和社會力量參與到公共物品的供給中來，建構政府——市場——社會三位一體的公共物品供給多元化格局。 公共物品供給歷來是政府的重要職能，在計劃經(jīng)濟體制下，政府壟斷了公共物品的供給，盡管這一狀況隨著市場化改革的推進有所改變，但是政府仍未能從應當由市場和社會發(fā)揮作用的領域完全退出。傳統(tǒng)的公共物品供給模式造成了一系列弊端，公共物品供給體制改革勢在必行。“工欲善其事，必先利其器”，公共物品供給多元化改革需要一定的條件，而近年來我國政府職能逐漸規(guī)范、市場機制得以完善、社會發(fā)育程度日益提高，這些恰為公共物品供給模式的改革提供了得天獨厚的條件，建構一種以政府、市場和社會為三維架構的公共物品多元化供給模式是大勢所趨。 在本文所建構的公共物品多元化供給模式下，政府、市場和社會各司其職，分別在不同的領域和層次承擔著公共物品供給的職責；但是，它們又相互合作，，在公共物品多元化供給網(wǎng)絡中整合資源、優(yōu)勢互補。在分工與合作機制的作用下，公共物品多元化供給模式將帶來為公共物品的最優(yōu)供給。改革是一把“雙刃劍”，公共物品供給多元化進程能夠彌補傳統(tǒng)模式的不足，但同時也帶來了新的問題和挑戰(zhàn)。故發(fā)現(xiàn)新問題并提出解決對策，也是本文要探討的主要內(nèi)容。
[Abstract]:In the new period of building a well-off society in an all-round way, improving the level of public service and providing more and better public goods to meet the increasing needs of the people has become an important issue facing our government. This paper aims at this realistic request, under the vision of governance theory, taking cooperative governance network as the starting point, discusses the effective way of public goods supply, that is, breaking the state of government monopolizing the supply of public goods. To guide the private sector and social forces to participate in the supply of public goods, and to construct a diversified pattern of supply of public goods in the trinity of government, market and society. The supply of public goods has always been an important function of the government. Under the planned economy system, the government has monopolized the supply of public goods, although this situation has changed with the promotion of market-oriented reform. But the government has yet to withdraw completely from areas where markets and society should play a role. The traditional public goods supply mode has caused a series of malpractices, and it is imperative to reform the public goods supply system. "if a worker wants to do well in his work, he must first benefit his tools." the diversified reform of the supply of public goods requires certain conditions. In recent years, the functions of our government have been gradually standardized, the market mechanism has been perfected, and the degree of social development has been increasing day by day. These provide unique conditions for the reform of the supply mode of public goods, and it is the trend of the times to construct a diversified supply mode of public goods with the government, market and society as the three-dimensional framework. Under the diversified supply mode of public goods constructed in this paper, the government, market and society are responsible for the supply of public goods in different fields and levels, but they cooperate with each other. In the diversified supply network of public goods, the integration of resources, complementary advantages. Under the action of division of labor and cooperation mechanism, the diversified supply mode of public goods will bring about the optimal supply of public goods. Reform is a "double-edged sword". The process of diversification of the supply of public goods can make up for the shortcomings of the traditional mode, but it also brings new problems and challenges. Therefore, finding new problems and putting forward solutions are also the main contents of this paper.
