【摘要】：黨的十四屆五中全會(huì)提出轉(zhuǎn)變經(jīng)濟(jì)增長方式以來,經(jīng)過不斷努力,取得了不小成效,伴隨著經(jīng)濟(jì)快速增長,也出現(xiàn)了一些值得重視的問題。如資源消耗和資源供給的壓力明顯加大,生態(tài)環(huán)境日益惡化,積累消費(fèi)比例不合理,居民收入差距擴(kuò)大,國際貿(mào)易不平衡、外貿(mào)順差過大、國際收支盈余過多等制約著經(jīng)濟(jì)健康發(fā)展。此外城鄉(xiāng)區(qū)域經(jīng)濟(jì)不平衡、產(chǎn)業(yè)結(jié)構(gòu)不合理、經(jīng)濟(jì)社會(huì)發(fā)展不平衡等矛盾也趨于突出。單純轉(zhuǎn)變經(jīng)濟(jì)增長方式不僅難以實(shí)現(xiàn)根本轉(zhuǎn)變,還可能產(chǎn)生其它問題,這需要把經(jīng)濟(jì)增長方式與經(jīng)濟(jì)發(fā)展方式結(jié)合起來。所以,必須從理論上和實(shí)踐上對(duì)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變予以深入地研究和探討。 胡錦濤的轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式思想,是在對(duì)中國共產(chǎn)黨三代領(lǐng)導(dǎo)集體經(jīng)濟(jì)發(fā)展的思想理論和實(shí)踐經(jīng)驗(yàn)做出深刻總結(jié)的基礎(chǔ)上逐漸形成并提出來的重要觀點(diǎn)。本文從胡錦濤“轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式”思想的形成過程入手,歷數(shù)了從2003年至2007年幾年間,從黨的十六屆三中全會(huì)到黨的十七大中間的數(shù)次中央重要工作會(huì)議和胡錦濤的重要講話中梳理出其思想的發(fā)展歷程。全文共分四部分：第一部分簡單介紹了本文的選題意義,關(guān)于轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式國內(nèi)的理論研究現(xiàn)狀及論文的結(jié)構(gòu)。第二部分論述胡錦濤的轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式思想的理論淵源即馬克思、列寧、斯大林關(guān)于經(jīng)濟(jì)增長和經(jīng)濟(jì)發(fā)展的一般理論和毛澤東、鄧小平、江澤民經(jīng)濟(jì)發(fā)展的理論。并闡述了蘇聯(lián)、美國和日本轉(zhuǎn)變經(jīng)濟(jì)增長方式的歷程與經(jīng)驗(yàn)。第三部分著重介紹了胡錦濤的轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式思想的主要內(nèi)容�！皟�(yōu)化經(jīng)濟(jì)結(jié)構(gòu)、推進(jìn)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變”；“技術(shù)引進(jìn)型發(fā)展向技術(shù)創(chuàng)新型發(fā)展轉(zhuǎn)變”；“資源消耗型向資源節(jié)約型、環(huán)境友好型轉(zhuǎn)變”；“追求GDP為中心向以人為本為核心轉(zhuǎn)變”。第四部分闡述了胡錦濤的“轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式”思想繼承和發(fā)展馬克思主義關(guān)于經(jīng)濟(jì)發(fā)展方式的主要內(nèi)容,為我國的經(jīng)濟(jì)發(fā)展提供了新思路,對(duì)我國黨和政府解決現(xiàn)階段我國的經(jīng)濟(jì)發(fā)展中出現(xiàn)的問題和全面建設(shè)小康社會(huì)具有重要的指導(dǎo)意義。 本文的創(chuàng)新之處在于本文以馬恩經(jīng)典理論、國際國內(nèi)經(jīng)濟(jì)發(fā)展實(shí)踐為依托,以科學(xué)發(fā)展觀為指導(dǎo),對(duì)胡錦濤的轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式思想內(nèi)容進(jìn)行全面系統(tǒng)總結(jié)性研究,把胡錦濤轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的主要內(nèi)容作了梳理、歸納。當(dāng)然,胡錦濤的“轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式”思想也還要隨著實(shí)踐的發(fā)展而不斷發(fā)展和完善,對(duì)胡錦濤“轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式”思想的研究也有待進(jìn)一步深化。
[Abstract]:Since the Fifth Plenary session of the 14th CPC Central Committee proposed to change the mode of economic growth, through continuous efforts, it has made no small achievements, along with the rapid economic growth, there are also some problems worthy of attention. For example, the pressure on the consumption of resources and the supply of resources is obviously increased, the ecological environment is deteriorating day by day, the proportion of accumulated consumption is unreasonable, the income gap of residents is widening, the international trade is unbalanced, and the surplus of foreign trade is too large. The surplus of international balance of payments is restricting the healthy development of economy. In addition, urban and rural regional economic imbalance, industrial structure unreasonable, economic and social development imbalance and other contradictions tend to stand out. Simply changing the mode of economic growth is not only difficult to realize the fundamental transformation, but also may produce other problems, which needs to combine the mode of economic growth with the mode of economic development. Therefore, the transformation of economic development mode must be deeply studied and discussed theoretically and practically. Hu Jintao's idea of changing the mode of economic development is an important point of view gradually formed and put forward on the basis of a profound summary of the ideological theory and practical experience of the three generations of CPC leadership in the development of collective economy. This paper begins with the forming process of Hu Jintao's thought of "changing the mode of economic development" and counts the years from 2003 to 2007. From the third Plenary session of the 16th CPC Central Committee to several important work conferences of the CPC's 17th National Congress and Hu Jintao's important speech, the development course of his thought is sorted out. The thesis is divided into four parts: the first part briefly introduces the significance of this paper, the current situation of theoretical research on the transformation of economic development and the structure of the paper. The second part discusses the theoretical origin of Hu Jintao's thought of changing the mode of economic development, that is, Marx, Lenin, Stalin's general theory on economic growth and economic development, and the theory of Mao Zedong, Deng Xiaoping, Deng Xiaoping's economic development. And elaborated the Soviet Union, the United States and Japan's transformation economic growth pattern process and the experience. The third part introduces the main content of Hu Jintao's thought of changing the mode of economic development. "optimizing the economic structure and promoting the transformation of the mode of economic development", "the development of technology introduction to the development of technology innovation", "the resource consumption type to the resource saving type, the environment friendly type transformation"; The pursuit of GDP as the center to the people-oriented transformation. The fourth part expounds Hu Jintao's thought of "changing the mode of economic development", inheriting and developing the main contents of Marxism on the mode of economic development, which provides a new way of thinking for the economic development of our country. It is of great significance for the Party and government to solve the problems in the present economic development of our country and to build a well-off society in an all-round way. The innovation of this paper is that this paper is based on the classical theory of Man, the practice of international and domestic economic development, the guidance of scientific development concept, and carries out a comprehensive and systematic study on Hu Jintao's ideological content of changing the mode of economic development. Hu Jintao changes the main content of economic development mode has been combed, summarized. Of course, Hu Jintao's thought of "changing the mode of economic development" also needs to be continuously developed and perfected with the development of practice, and the study on the thought of "changing the mode of economic development" of Hu Jintao needs to be further deepened.
