【摘要】：由于人類活動導(dǎo)致氣候變化問題日益嚴(yán)重,給人類帶來了嚴(yán)峻的挑戰(zhàn)。為了應(yīng)對氣候變化的不利影響,國際社會不斷地進(jìn)行著氣候談判與合作�！毒┒甲h定書》中對需要承擔(dān)減排義務(wù)的發(fā)達(dá)國家規(guī)定了具體的減排指標(biāo),允許發(fā)達(dá)國家通過三種靈活的履約機(jī)制來實(shí)現(xiàn)碳減排指標(biāo),即清潔發(fā)展機(jī)制、排放貿(mào)易機(jī)制和聯(lián)合履約機(jī)制。近年來,國際碳排放貿(mào)易迅速發(fā)展,成為了各國實(shí)現(xiàn)碳減排的有效手段。本文對國際碳排放貿(mào)易的發(fā)展情況進(jìn)行了詳細(xì)的介紹,并從積極和消極兩個方面研究了其對我國對外貿(mào)易產(chǎn)生的影響,最后提出要通過加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式、完善國內(nèi)碳排放權(quán)交易體系、加快制定碳稅征收體系和主動開展環(huán)境外交等七個策略加以應(yīng)對,以推動我國對外貿(mào)易的可持續(xù)發(fā)展。
[Abstract]:In order to cope with the adverse effects of climate change, the international community continues to engage in climate negotiations and cooperation in response to the adverse effects of climate change. The Kyoto Protocol stipulates specific emission reduction targets for developed countries that need to undertake emission reduction obligations, allowing developed countries to pass through Three flexible performance mechanism to achieve carbon emission reduction targets, namely, clean development mechanism, emission trading mechanism and joint performance mechanism. In recent years, international carbon emissions trade has developed rapidly, which has become an effective means to achieve carbon emission reduction. This paper gives a detailed introduction to the development situation of international carbon emissions trade, and from positive and negative two. In the end, it studies its impact on China's foreign trade. Finally, it is proposed that seven strategies should be taken to promote the sustainable development of China's foreign trade by speeding up the transformation of the economic development mode, perfecting the domestic carbon emission trading system, speeding up the formulation of the carbon tax collection system and taking the initiative to carry out environmental diplomacy.
