【摘要】： 在現(xiàn)代社會,產(chǎn)業(yè)結構作為聯(lián)系人類經(jīng)濟活動與生態(tài)環(huán)境之間的一條重要紐帶,不僅是一個“資源配置器”,更是環(huán)境資源的消耗和污染物產(chǎn)生的質(種類)和量的控制體。產(chǎn)業(yè)結構、布局是否合理直接關系到人們生活環(huán)境質量的優(yōu)劣,影響到環(huán)境經(jīng)濟兩大系統(tǒng)能否和諧。 本文運用灰色關聯(lián)分析研究了長株潭2001年至2007年三次產(chǎn)業(yè)結構的發(fā)展狀況及各次產(chǎn)業(yè)行業(yè)內部的發(fā)展與同時段影響城市環(huán)境質量污染物的相關性,在此基礎上運用定量分析和定性分析相結合的方法,分析了長株潭產(chǎn)業(yè)結構對環(huán)境的影響,并由此對長株潭產(chǎn)業(yè)結構調整提出了建議和對策。主要結論與成果如下： (1)產(chǎn)業(yè)結構是一個動態(tài)系統(tǒng),產(chǎn)業(yè)結構的變化是社會-環(huán)境學系統(tǒng)內各因素相互作用、相互影響的結果。系統(tǒng)內能量、物質、信息等任一因素發(fā)生轉化都將對產(chǎn)業(yè)結構變化產(chǎn)生影響。因此研究產(chǎn)業(yè)結構與環(huán)境污染之間的關系時,應該對產(chǎn)業(yè)結構做出動態(tài)系統(tǒng)的分析,并結合產(chǎn)業(yè)結構的空間分布差異對其綜合分析。 (2)本文運用灰色關聯(lián)分析對長株潭三次產(chǎn)業(yè)發(fā)展進行研究,得出第三產(chǎn)業(yè)是長株潭經(jīng)濟發(fā)展的主要貢獻力量,其次是第二產(chǎn)業(yè),第一產(chǎn)業(yè)對GDP的貢獻率最小。在第二產(chǎn)業(yè)內部,工業(yè)與第二產(chǎn)業(yè)的關聯(lián)度很大,且遠遠高于建筑業(yè)與第二產(chǎn)業(yè)增加值的關聯(lián)度,反映了長株潭工業(yè)在第二產(chǎn)業(yè)的主導地位。第三產(chǎn)業(yè)雖然與GDP的關聯(lián)度較大,但是其內部發(fā)展層次較低主要集中在科技含量較低的批發(fā)零售貿(mào)易、餐飲業(yè)上。 (3)由于三次產(chǎn)業(yè)的生產(chǎn)方式、工藝流程、能源結構以及產(chǎn)品的不同,其對城市生態(tài)環(huán)境的影響也不同。綜合分析三次產(chǎn)業(yè)對GDP的貢獻度及其生產(chǎn)特點,可以得出：長株潭第二產(chǎn)業(yè)對環(huán)境的影響在三次產(chǎn)業(yè)中最大,第一產(chǎn)業(yè)和第三產(chǎn)業(yè)對環(huán)境影響偏小。但第三產(chǎn)業(yè)的批零餐飲業(yè)、旅游業(yè)等行業(yè)發(fā)展迅速,其對環(huán)境的污染不容忽視。 (4)綜合分析長株潭三市單位面積和單位產(chǎn)值所產(chǎn)生的環(huán)境污染物,并將其與湖南省平均水平比較,得到三市之中長沙經(jīng)濟發(fā)展所帶來了環(huán)境壓力最小,株洲次之,湘潭的經(jīng)濟增長對環(huán)境的影響最為嚴重。因此,株洲和湘潭有必要進行產(chǎn)業(yè)結構調整、轉型、升級以實現(xiàn)環(huán)境優(yōu)化經(jīng)濟增長。 (5)基于對三次產(chǎn)業(yè)的總體分析,得出工業(yè)污染是影響長株潭環(huán)境質量惡化的的主要因素,根據(jù)長株潭三市工業(yè)行業(yè)與環(huán)境污染物的關聯(lián)度排序,可知,長沙以新發(fā)展起來的通信電子設備制造業(yè)和傳統(tǒng)輕工業(yè)中的食品工業(yè)的污染為主,株洲和湘潭則以石化工業(yè)、機械制造工業(yè)、冶金工業(yè)等重工業(yè)造成的污染為主,三市共同之處是電力燃氣工業(yè)的污染都比較小。此外,通過分析長株潭三市的工業(yè)主導行業(yè)與工業(yè)三廢的灰色關聯(lián)序,得知,工業(yè)廢氣排放與各行業(yè)工業(yè)總產(chǎn)值的關聯(lián)度始終保持高水平,始終大于工業(yè)廢水排放與各行業(yè)產(chǎn)值的關聯(lián)度。工業(yè)廢氣成為影響長株潭三市環(huán)境質量的主要因素。 (6)針對上述問題對長株潭產(chǎn)業(yè)結構調整提出以下建議：合理調整產(chǎn)業(yè)結構,優(yōu)先發(fā)展第三產(chǎn)業(yè),同時鞏固第二產(chǎn)業(yè)的特色產(chǎn)業(yè)；政策引導和市場調節(jié)雙管齊下引導工業(yè)結構調整；針對重污染行業(yè)進行集中治理；提升第三產(chǎn)業(yè)內部發(fā)展的層次；大力發(fā)展生態(tài)農(nóng)業(yè),環(huán)境經(jīng)濟協(xié)調發(fā)展。
[Abstract]:In modern society, the industrial structure is regarded as an important link between human economic activities and ecological environment, is not only a "resource allocation", is the environmental resource consumption and pollutant mass (type) control volume and volume. The industrial structure, the layout is reasonable or not directly related to the quality of the living environment of people the quality of the two systems affect the economic environment harmonious.
This paper uses the gray correlation analysis effects of Changsha Zhuzhou Xiangtan from 2001 to 2007 the development of the three industry structure and industry the internal development and the same time correlation between the quality of city environment pollution, on the basis of using the method of quantitative analysis and qualitative analysis, analysis of the impact of Changzhutan industrial structure on the environment, and then puts forward some suggestions and Countermeasures of Changzhutan industrial structure adjustment. The main conclusions are as follows:
(1) the industrial structure is a dynamic system, the change of industrial structure is the social environment, the interaction of various factors in the system, the result of mutual influence. In the system of energy, material, information and other factors will be transformed to any changes in the industrial structure influence. Therefore study of relationship between industry structure and environmental pollution when should make dynamic system analysis on the industrial structure, and industrial structure differences in the spatial distribution of its comprehensive analysis.
(2) this paper uses grey relational analysis to research the Changzhutan three industrial development, the third industry is the major contributor of Chang Zhu Tan economic development, followed by the second industry, the first contribution of industry to GDP minimum. In the second industry, industry and the second industry is of great relevance, which is much higher than the the construction industry and the second industry to increase the correlation value, reflecting the Chang-Zhu-Tan industrial dominant position in the second industry. The third industry although the correlation with GDP is larger, but the internal development of the low level is mainly concentrated in the low technological content of wholesale and retail trade, catering industry.
(3) due to the three industrial production, technological process, energy structure and different products, the impact on the city's ecological environment is also different. The comprehensive analysis of the three industry contribution to GDP and its production characteristic, we can conclude that: the influence of Changzhutan second industry on the environment in the three industries, the largest. Effect of the first industry and the third industry on the environment is small. But the third industry wholesale and catering industry, tourism industry is developing rapidly, the environment pollution can not be ignored.
(4) a comprehensive analysis of the Changzhutan three city per unit area and per unit of output produced by environmental pollutants, and compared with the average level of Hunan Province, three city of Changsha economic development brought minimum environmental pressure, followed by Zhuzhou, Xiangtan's economic growth impact on the environment is the most serious. Therefore, it is necessary to Zhuzhou and Xiangtan to carry out industrial restructuring, transformation, upgrade to achieve optimal growth of environment.
(5) the overall analysis of the three industries, the industrial pollution is affecting Changzhutan environmental quality deterioration of the main factors, according to the ranking correlation Changzhutan three industry environmental pollutants and the Changsha in communication electronic equipment newly developed manufacturing industry in light industry and traditional food industrial pollution, Zhuzhou and Xiangtan in the petrochemical industry, machinery manufacturing industry, heavy industry, the pollution caused by the metallurgical industry, three city common electricity and gas industry pollution are relatively small. In addition, through the analysis of Changzhutan three city leading industry and industrial wastes in the grey order, that correlation of total industrial emissions and the industrial output value is always maintained at a high level, the correlation is greater than the industrial wastewater and the industrial output value. Industrial emission is the effect of long line three cities main environmental quality Factor.
(6) according to the problem of Changzhutan industrial structure adjustment put forward the following suggestions: reasonable adjustment of industrial structure, giving priority to the development of the third industry, the second industry and consolidate characteristics; both guide the adjustment of industrial structure policy guidance and market regulation; heavily polluting industries centralized management; improve the internal development of the third industry development level; ecological agriculture, the coordinated development of environment and economy.
