【摘要】：從介紹水生態(tài)補(bǔ)償與生態(tài)補(bǔ)償轉(zhuǎn)移支付入手,分析了目前生態(tài)補(bǔ)償財(cái)政轉(zhuǎn)移支付制度存在的問(wèn)題,并提出一套水生態(tài)補(bǔ)償財(cái)政轉(zhuǎn)移支付制度構(gòu)想.采取以縱向補(bǔ)償為主、區(qū)域間橫向補(bǔ)償為輔的補(bǔ)償機(jī)制.在縱向補(bǔ)償中,增加生態(tài)補(bǔ)償轉(zhuǎn)移支付項(xiàng)目,一般性轉(zhuǎn)移支付考慮增加生態(tài)環(huán)境影響因子的比重;橫向補(bǔ)償中建立區(qū)際生態(tài)補(bǔ)償轉(zhuǎn)移支付基金,采用橫向補(bǔ)償縱向化的方式實(shí)行區(qū)際間的水生態(tài)補(bǔ)償.最后,提出了完善水生態(tài)補(bǔ)償財(cái)政轉(zhuǎn)移支付制度的政策建議.
[Abstract]:Starting with the introduction of water ecological compensation and ecological compensation transfer payment, the problems existing in the current ecological compensation financial transfer payment system are analyzed, and a set of water ecological compensation financial transfer payment system is put forward. In the longitudinal compensation, the items of ecological compensation transfer payment should be increased, and the general transfer payment should be considered to increase the proportion of ecological environmental impact factors. In the horizontal compensation, the inter-regional ecological compensation transfer payment fund is established, and the inter-regional water ecological compensation is implemented by the horizontal compensation longitudinal method. Finally, the policy suggestions on perfecting the water ecological compensation fiscal transfer payment system are put forward.
