【摘要】：環(huán)境惡化問題已經(jīng)成為發(fā)達(dá)國家與發(fā)展中國家利益博弈的焦點(diǎn)。而發(fā)達(dá)國家對(duì)自身責(zé)任承擔(dān)不夠,并且其某些觀點(diǎn)也并不公正,對(duì)此還應(yīng)從經(jīng)濟(jì)理論、經(jīng)濟(jì)思想上進(jìn)行分析。本文通過對(duì)中國1990—2007年的數(shù)據(jù)分析認(rèn)為,各種度量環(huán)境污染的指標(biāo)變量的表現(xiàn)各不相同,有喜有憂,但總體形勢不容樂觀;雖然某些環(huán)境指標(biāo)出現(xiàn)改善的跡象,但趨勢并不穩(wěn)定;中國各項(xiàng)污染指標(biāo)出現(xiàn)下降的拐點(diǎn)遠(yuǎn)遠(yuǎn)低于Grossman和Krueger的研究結(jié)論,即人均收入8000美元;在世界產(chǎn)業(yè)轉(zhuǎn)移過程中,發(fā)達(dá)國家把高耗能、高污染產(chǎn)業(yè)向發(fā)展中國家轉(zhuǎn)移,或向環(huán)境控制制度不嚴(yán)格的發(fā)展中國家購買污染密集型產(chǎn)品,是導(dǎo)致發(fā)達(dá)國家環(huán)境改善而發(fā)展中國家環(huán)境惡化的原因之一,對(duì)此,發(fā)達(dá)國家也應(yīng)承擔(dān)相應(yīng)責(zé)任。
[Abstract]:The problem of environmental deterioration has become the focus of the interest game between developed and developing countries. Based on the analysis of the data from 1990 to 2007 in China, the author thinks that the performance of various index variables to measure environmental pollution is different, but the overall situation is not optimistic. Although some environmental indicators show signs of improvement, the trend is not stable; the inflection point at which China's pollution indicators have declined is far lower than the conclusion of the Grossman and Krueger studies, that is, $8, 000 per capita income; and in the process of world industrial transfer, The transfer of energy-intensive and highly polluting industries from developed countries to developing countries, or the purchase of pollution-intensive products from developing countries with lax environmental control systems, is one of the reasons for environmental improvement in developed countries and environmental degradation in developing countries, To this end, developed country also should undertake corresponding responsibility.
