【摘要】:從本質(zhì)上來(lái)說(shuō),技術(shù)創(chuàng)新與消費(fèi)有著密切的聯(lián)系。檢驗(yàn)技術(shù)創(chuàng)新成功的唯一標(biāo)志就是產(chǎn)品在市場(chǎng)上首次實(shí)現(xiàn)其商業(yè)價(jià)值。在這里,消費(fèi)者被置于中心地位,消費(fèi)者的選擇決定技術(shù)創(chuàng)新的命運(yùn),技術(shù)創(chuàng)新必須要有消費(fèi)基礎(chǔ)。消費(fèi)需求的更新是技術(shù)創(chuàng)新的基本動(dòng)因,沒(méi)有消費(fèi)更新的需求,技術(shù)創(chuàng)新將失去方向。再者,消費(fèi)引導(dǎo)生產(chǎn)。人類(lèi)新的消費(fèi)欲望誘導(dǎo)人們開(kāi)發(fā)新產(chǎn)品,開(kāi)辟社會(huì)生產(chǎn)新領(lǐng)域,因而消費(fèi)也從產(chǎn)品種類(lèi)和質(zhì)量上提出對(duì)生產(chǎn)的新要求,從而影響生產(chǎn)方式并引導(dǎo)技術(shù)創(chuàng)新的發(fā)展方向。另一方面,技術(shù)創(chuàng)新通過(guò)提供創(chuàng)新產(chǎn)品、創(chuàng)造消費(fèi)動(dòng)力等來(lái)實(shí)現(xiàn)消費(fèi)創(chuàng)新。技術(shù)創(chuàng)新與消費(fèi)存在著多層次的對(duì)應(yīng)關(guān)系,如消費(fèi)水平與技術(shù)水平之間、消費(fèi)結(jié)構(gòu)與技術(shù)結(jié)構(gòu)之間都存在著對(duì)應(yīng)關(guān)系。一定程度上來(lái)說(shuō),用戶的消費(fèi)創(chuàng)新就是技術(shù)創(chuàng)新,技術(shù)創(chuàng)新就是消費(fèi)創(chuàng)新。從系統(tǒng)學(xué)的角度來(lái)看,技術(shù)創(chuàng)新與消費(fèi)之間是共生共榮、協(xié)同發(fā)展的。因而,我國(guó)技術(shù)創(chuàng)新管理和政策的制定,需向消費(fèi)領(lǐng)域延伸,應(yīng)通過(guò)提高消費(fèi)水平和能力,來(lái)提高技術(shù)創(chuàng)新的能力和水平,以消費(fèi)創(chuàng)新促進(jìn)我國(guó)技術(shù)創(chuàng)新的發(fā)展。同時(shí),也應(yīng)順應(yīng)技術(shù)創(chuàng)新生態(tài)化趨勢(shì),加強(qiáng)實(shí)施技術(shù)創(chuàng)新的生態(tài)化措施,促進(jìn)可持續(xù)消費(fèi)的最終實(shí)現(xiàn)。 由于在市場(chǎng)經(jīng)濟(jì)條件下,消費(fèi)行為會(huì)引導(dǎo)生產(chǎn)行為,所以物質(zhì)消費(fèi)主義助長(zhǎng)了傳統(tǒng)技術(shù)創(chuàng)新不顧一切地向大自然攫取,結(jié)果造成了人類(lèi)的生存危機(jī)。可持續(xù)消費(fèi)正是人類(lèi)經(jīng)過(guò)對(duì)物質(zhì)消費(fèi)主義所產(chǎn)生的問(wèn)題經(jīng)過(guò)反思后的理智選擇、行為回歸和思想回歸。它提倡“適度消費(fèi)”,反對(duì)揮霍性消費(fèi),浪費(fèi)資源。更重要的是,它提倡綠色消費(fèi),要求每一個(gè)消費(fèi)者樹(shù)立綠色消費(fèi)意識(shí),正確處理好消費(fèi)效益與綠色消費(fèi)之間的辯證關(guān)系,做到寧愿多花一點(diǎn)錢(qián)也選擇綠色產(chǎn)品,用消費(fèi)者自己手中的貨幣選票來(lái)淘汰那些不符合環(huán)保要求的產(chǎn)品,而使綠色產(chǎn)品逐漸在市場(chǎng)上占有越來(lái)越多的份額,以消費(fèi)引導(dǎo)生產(chǎn)和技術(shù)創(chuàng)新,使生產(chǎn)者和創(chuàng)新者走生態(tài)化之路。另一方面,生態(tài)化技術(shù)創(chuàng)新注重經(jīng)濟(jì)與自然、社會(huì)、生態(tài)系統(tǒng)的和諧發(fā)展,反對(duì)單一追求經(jīng)濟(jì)價(jià)值的行為,與可持續(xù)消費(fèi)有著內(nèi)在的一致性。我們只有加強(qiáng)生態(tài)化技術(shù)創(chuàng)新與可持續(xù)消費(fèi)的整體協(xié)同,才能實(shí)現(xiàn)兩者的良性互動(dòng),真正實(shí)現(xiàn)可持續(xù)發(fā)展。
