【摘要】：在新《預(yù)算法》等現(xiàn)代財(cái)政制度變遷背景下,本文從融資政府層級(jí)結(jié)構(gòu)、主體結(jié)構(gòu)以及渠道結(jié)構(gòu)三個(gè)視角,分析了東三省地方債融資制度沖擊風(fēng)險(xiǎn)。本文認(rèn)為,遼吉黑三省地方債融資制度風(fēng)險(xiǎn)體現(xiàn)為"二個(gè)轉(zhuǎn)型困難、一個(gè)合作滯后",即市級(jí)向省級(jí)的層級(jí)轉(zhuǎn)型困難,信貸向債券的渠道轉(zhuǎn)型困難,"公私合作"PPP進(jìn)程滯后。
[Abstract]:Under the background of the new Budget Law and other modern financial system changes, this paper analyzes the impact risk of local debt financing system in the three provinces from the perspectives of the financing government hierarchy structure, the main body structure and the channel structure. This paper holds that the risk of local debt financing system in Liaoning, Jilin and Black provinces is reflected in "two difficulties in transformation and one lag in cooperation", that is, the difficulty of transforming municipal level to provincial level, the difficulty of transforming credit into bonds, and the lagging of PPP process of "public-private cooperation".
