【摘要】：近幾年來，隨著社會經(jīng)濟的快速增長，基礎設施建設和城鎮(zhèn)化建設的不斷擴大，我國的地方政府舉債規(guī)模日益擴大。2008年的金融危機后的4萬億救市政策，，更是加重了地方政府性債務的負擔。日前，政府性債務風險已經(jīng)引起了社會各界廣泛的關注。2013年9月，全國地方政府性債務風險的審計報告指出，雖然我國地方政府性債務在整體處在可控范圍之內(nèi)，但是對于不同地區(qū)不同層級政府的地方政府性債務風險各不相同。 Y縣作為中原地區(qū)的基層政府，財力相對薄弱，具有一定的代表意義。本文借助于2013年地方政府審計的最新數(shù)據(jù)和Y縣財政數(shù)據(jù)，對Y縣地方政府性債務的規(guī)模風險、結構風險、效率風險、轉(zhuǎn)嫁風險現(xiàn)狀做了分析，找出了造成地方政府性債務風險的因素。運用了模糊綜合法的預警模型對Y縣地方政府性債務的風險進行了評估，并從債務的制度建設、控制債務規(guī)模、優(yōu)化債務結構、提高資金使用效率、落實還款來源等方面提出了對策建議。有助于進一步規(guī)范Y縣地方政府的舉債行為，促進Y縣進一步進行債務的管理。
[Abstract]:In recent years, with the rapid growth of social economy, the construction of infrastructure and the construction of urbanization, the scale of borrowing by local governments in our country has been expanding day by day. The 4 trillion rescue policy after the financial crisis in 2008, It also adds to the burden of local government debt. A few days ago, the risk of government debt has attracted widespread attention from all walks of life. In September 2013, an audit report on the risk of local government debt in China pointed out that although the local government debt of our country is under control as a whole, But the local government debt risk is different for different regions and different levels of government. Y County, as a basic government in Central Plains, is relatively weak in financial resources and has a certain representative significance. Based on the latest data of local government audit in 2013 and the financial data of Y county, this paper analyzes the scale risk, structural risk, efficiency risk and transfer risk of local government debt in Y county. Factors contributing to the risk of local government debt have been identified. The risk of local government debt in Y county is evaluated by using the early warning model of fuzzy comprehensive method, and the debt system construction, the control of debt scale, the optimization of debt structure and the improvement of the efficiency of fund use are discussed. The author puts forward some countermeasures and suggestions on how to implement the repayment source and so on. It is helpful to further standardize the borrowing behavior of the local government in Y County and promote the debt management in Y County.
