【摘要】：資產(chǎn)證券化是推動我國PPP項目可持續(xù)發(fā)展的重要舉措。本文提出了阻礙PPP項目資產(chǎn)證券化推廣的三個主要問題:PPP項目周期與現(xiàn)有ABS產(chǎn)品設計不匹配、基礎資產(chǎn)標準化難度大、多數(shù)PPP項目的信息不透明;分析了PPP項目資產(chǎn)證券化過程中存在的主要潛在風險:部分社會資本借機"甩包袱"、收費權抵質(zhì)押與證券化之間存在法律風險、破產(chǎn)隔離效果有限阻礙市場交易。在借鑒英國PPP項目資產(chǎn)證券化主要經(jīng)驗的基礎上,就如何穩(wěn)妥有序開展PPP項目資產(chǎn)證券化,給出相關的政策建議。
[Abstract]:Asset securitization is an important measure to promote the sustainable development of PPP projects in China.This paper puts forward three main problems that hinder the spread of asset securitization of PPP project: the cycle of ABS project does not match with the existing ABS product design, the standardization of basic assets is difficult, and the information of most PPP projects is not transparent.This paper analyzes the main potential risks in the process of asset securitization of PPP project: some social capital take advantage of the opportunity to "dump the burden", there are legal risks between charge right pledge and securitization, and the limited effect of bankruptcy isolation hinders the market transaction.Based on the main experience of asset securitization of PPP project in Britain, this paper puts forward some relevant policy suggestions on how to carry out the securitization of PPP project in an orderly manner.
