【摘要】：地方政府自主發(fā)債是一個涵蓋法律、財政、金融、社會等諸多領(lǐng)域改革的系統(tǒng)工程,是促進地方經(jīng)濟發(fā)展和民生改善的重要杠桿,也是《預(yù)算法》修訂施行后的一個新鮮事物。作為一種市場化的融資工具,地方政府自主發(fā)債有助于緩解地方政府的舉債壓力,使融資更加規(guī)范;降低了融資成本,提高了地方政府負(fù)債的可持續(xù)性;完善財政分權(quán)體制,彰顯了財政效率特征。但當(dāng)前,地方政府自主發(fā)債在發(fā)行規(guī)模、市場定價、信息披露、債券評級以及違約責(zé)任等方面與市場化的融資機制尚存差距,隱藏著一定的財政風(fēng)險和金融風(fēng)險。本文由此出發(fā)展開研究,探討了我國地方政府自主發(fā)債面臨的風(fēng)險及其治理路徑選擇。
[Abstract]:The autonomous issuance of bonds by local governments is a systematic project covering legal, fiscal, financial, social and other fields of reform, and is an important lever for promoting local economic development and improving people's livelihood. It is also a new thing after the revision of the Budget Law. As a market-oriented financing tool, the autonomous issuance of debt by local governments helps to ease the pressure on local governments to borrow debt, make financing more standardized, and reduce financing costs. It improves the sustainability of local government debt, improves the fiscal decentralization system, and highlights the characteristics of fiscal efficiency. But at present, local governments issue bonds independently in the aspects of issuance scale, market pricing, information disclosure, etc. There is still a gap between the bond rating and default liability and the market-oriented financing mechanism, which hides certain financial and financial risks. This paper probes into the risk and the choice of governance path of local government's independent issuance of bonds.
