【摘要】： 每一個(gè)國(guó)家都有源于社會(huì)深層信念結(jié)構(gòu)的特有文化，，不同文化決定了不同的價(jià)值取向，文化的差異是每個(gè)國(guó)際合作項(xiàng)目都要面臨的核心問(wèn)題，國(guó)際合作項(xiàng)目在商品、資本、技術(shù)跨越國(guó)界的時(shí)候，也跨越了文化。文化因素對(duì)國(guó)際合作項(xiàng)目管理的影響是全方位、全系統(tǒng)、全過(guò)程的，它滲透在項(xiàng)目管理的方方面面。文化差異常常給項(xiàng)目實(shí)施帶來(lái)諸多問(wèn)題，甚至導(dǎo)致文化風(fēng)險(xiǎn)。 本論文選用了四個(gè)國(guó)際合作項(xiàng)目：中日合作“成都電廠電子束脫硫項(xiàng)目”，中美合作由美國(guó)福特基金會(huì)贊助的“云南省貧困山區(qū)綜合開(kāi)發(fā)試驗(yàn)與推廣項(xiàng)目”，中國(guó)——荷蘭合作在云南省實(shí)施的“森林保護(hù)和社區(qū)發(fā)展項(xiàng)目”，以及中德合作“云南造林項(xiàng)目”，作為案例。本論文首先采取了一種比較研究的方法，對(duì)四個(gè)國(guó)際合作項(xiàng)目進(jìn)行深入調(diào)查和研究，分別對(duì)中國(guó)、日本、美國(guó)、荷蘭、德國(guó)的文化產(chǎn)生的根源——地理環(huán)境、宗教、哲學(xué)，以及民族文化差異進(jìn)行了對(duì)比研究。運(yùn)用項(xiàng)目管理的有關(guān)理論和“問(wèn)題樹(shù)”的方法對(duì)這四個(gè)國(guó)際合作項(xiàng)目中文化差異導(dǎo)致的風(fēng)險(xiǎn)進(jìn)行了分析、識(shí)別及評(píng)估。在此基礎(chǔ)上，提出了國(guó)際合作項(xiàng)目的跨文化風(fēng)險(xiǎn)管理的戰(zhàn)略性對(duì)策。 本論文從文化的視角對(duì)國(guó)際合作項(xiàng)目的跨文化風(fēng)險(xiǎn)管理進(jìn)行了嘗試性的探索，為中國(guó)的跨文化國(guó)際合作項(xiàng)目的順利實(shí)施，不斷提高國(guó)際合作水平和擴(kuò)大合作領(lǐng)域，達(dá)到合作的雙贏／多贏效應(yīng)，提出了切實(shí)、可行的戰(zhàn)略對(duì)策。
[Abstract]:Every country has a unique culture derived from the deep belief structure of society, and different cultures determine different value orientations. cultural differences are the core problems that every international cooperation project has to face. International cooperation projects are in commodities and capital. When technology straddles national boundaries, it also straddles culture. The influence of cultural factors on international cooperative project management is omni-directional, system-wide and whole process, which permeates all aspects of project management. Cultural differences often bring many problems to the implementation of the project, and even lead to cultural risks. In this paper, four international cooperation projects are selected: the Sino-Japanese cooperation "Chengdu Power Plant Electron Beam Desulfurization Project", and the Sino-US Cooperation "Comprehensive Development Test and Popularization Project in Poor mountainous areas of Yunnan Province" sponsored by the Ford Foundation of the United States. The "Forest Protection and Community Development Project" implemented by China and the Netherlands in Yunnan Province, as well as the Sino-German Cooperation "Yunnan Afforestation Project", are taken as examples. First of all, this paper adopts a comparative study method to conduct in-depth investigation and research on four international cooperation projects, respectively, the root causes of China, Japan, the United States, the Netherlands and Germany-geographical environment, religion, philosophy, And the national cultural differences are compared. Based on the theory of project management and the method of "problem tree", this paper analyzes, identifies and evaluates the risks caused by cultural differences in these four international cooperation projects. On this basis, the strategic countermeasures of cross-cultural risk management of international cooperation projects are put forward. This paper attempts to explore the cross-cultural risk management of international cooperation projects from a cultural perspective, so as to continuously improve the level of international cooperation and expand the field of cooperation for the smooth implementation of China's cross-cultural international cooperation projects. The win-win / multi-win effect of cooperation is achieved, and practical and feasible strategic countermeasures are put forward.
