【摘要】：翁文灝是我國近代著名的經(jīng)濟(jì)學(xué)家,他的區(qū)域經(jīng)濟(jì)思想是其經(jīng)濟(jì)思想的重要組成部分,在一定程度上改變了中國的區(qū)域經(jīng)濟(jì)結(jié)構(gòu)與布局,在民國經(jīng)濟(jì)思想史上占有重要地位。 本文分為五部分對翁文灝的區(qū)域經(jīng)濟(jì)思想進(jìn)行論述。第一部分是翁文灝區(qū)域經(jīng)濟(jì)思想形成的背景條件。從當(dāng)時的國內(nèi)外背景出發(fā),許多人認(rèn)識到要開發(fā)西北,建設(shè)西南,翁文灝對此也提出了自己獨(dú)到的見解；再加上翁文灝從1932年步入政壇開始執(zhí)掌全國經(jīng)濟(jì),為其區(qū)域經(jīng)濟(jì)思想的形成創(chuàng)造了條件。第二部分是抗日戰(zhàn)爭前翁文灝對全國區(qū)域經(jīng)濟(jì)開發(fā)的設(shè)想。翁文灝認(rèn)為開發(fā)西北任重而道遠(yuǎn),還論述了對建設(shè)內(nèi)地的幾點(diǎn)認(rèn)識。第三部分是翁文灝抗戰(zhàn)時期的區(qū)域經(jīng)濟(jì)思想�？谷諔�(zhàn)爭爆發(fā)后,翁文灝成為大后方經(jīng)濟(jì)的主持人,西北地區(qū)、西南地區(qū)的經(jīng)濟(jì)建設(shè)如火如荼地進(jìn)行,戰(zhàn)時經(jīng)濟(jì)建設(shè)取得了一些成就。第四部分是抗戰(zhàn)勝利后翁文灝的區(qū)域經(jīng)濟(jì)思想。1945年翁文灝出任經(jīng)濟(jì)部部長,提出了抗戰(zhàn)勝利后全國的區(qū)域經(jīng)濟(jì)發(fā)展規(guī)劃：奮勇挽回東北華北地區(qū)經(jīng)濟(jì)；全力經(jīng)營華中華南地區(qū)經(jīng)濟(jì)；進(jìn)一步發(fā)展西南西北地區(qū)經(jīng)濟(jì)；進(jìn)一步建設(shè)東南地區(qū)；發(fā)展增進(jìn)臺灣實業(yè)。第五部分是翁文灝區(qū)域經(jīng)濟(jì)思想的特點(diǎn),主要為重視科學(xué)技術(shù)、發(fā)展地區(qū)特色經(jīng)濟(jì)、國營民營經(jīng)濟(jì)共同發(fā)展、合理有效利用外資、以重工業(yè)發(fā)展為主導(dǎo)五個特點(diǎn),這些特點(diǎn)貫穿翁文灝區(qū)域經(jīng)濟(jì)思想的始終。最后,結(jié)語部分對翁文灝區(qū)域經(jīng)濟(jì)思想進(jìn)行客觀評價,并探討翁文灝區(qū)域經(jīng)濟(jì)思想在民國經(jīng)濟(jì)思想史上的地位。
[Abstract]:Weng Wenhao is a famous economist in modern China. His regional economic thought is an important part of his economic thought. To a certain extent, it has changed the regional economic structure and layout of China and occupied an important position in the history of economic thought in the Republic of China. This article is divided into five parts to discuss Weng Wenhao's thought of regional economy. The first part is the background of the formation of Weng Wenhao's regional economic thought. From the background at home and abroad at that time, many people realized that to develop northwest, build southwest, Weng Wenhao also put forward his own unique views on this; In addition, Weng Wenhao took charge of the national economy since 1932, which created the conditions for the formation of his regional economic thought. The second part is the imagination of Weng Wenhao's regional economic development before the War of Resistance against Japan. Weng Wenhao thought that the development of northwest is a long way to go, but also discusses the construction of the mainland several points of understanding. The third part is Weng Wenhao's thought of regional economy during the War of Resistance against Japan. After the outbreak of the War of Resistance against Japan, Weng Wenhao became the host of the rear area economy. The fourth part is the regional economic thought of Weng Wenhao after the victory of the Anti-Japanese War. In 1945, Weng Wenhao was the Minister of Economic Affairs and put forward the regional economic development plan of the whole country after the victory of the War of Resistance against Japan. To manage the economy of central and south China; to further develop the economy of southwest and northwest China; to further build southeast region; to develop and promote Taiwan's industry. The fifth part is the characteristics of Weng Wenhao's regional economic thought, mainly for attaching importance to science and technology, developing regional characteristic economy, developing state-owned and private economy together, making rational and effective use of foreign capital, taking heavy industry development as the leading five characteristics. These characteristics run through Weng Wenhao's regional economic thought from beginning to end. Finally, the conclusion makes an objective evaluation of Weng Wenhao's regional economic thought, and discusses the position of Weng Wenhao's regional economic thought in the history of economic thought of the Republic of China.
