【摘要】：公共經(jīng)濟(jì)生產(chǎn)方式暨公共物品的生產(chǎn)方式是西方經(jīng)濟(jì)學(xué)和馬克思主義經(jīng)濟(jì)學(xué)都未曾研究和闡述過的重要問題。然而,對公共經(jīng)濟(jì)生產(chǎn)方式及其優(yōu)化路徑的研究,不僅對構(gòu)建馬克思主義范式和中國風(fēng)格的公共經(jīng)濟(jì)理論體系具有重要的學(xué)術(shù)價(jià)值,而且對推進(jìn)國家治理現(xiàn)代化的實(shí)踐具有重要的參考價(jià)值。在對公共經(jīng)濟(jì)生產(chǎn)方式的構(gòu)成側(cè)面、內(nèi)在矛盾、類型劃分、核心要素進(jìn)行嘗試性研究基礎(chǔ)上,基于公共經(jīng)濟(jì)生產(chǎn)關(guān)系對生產(chǎn)力發(fā)揮促進(jìn)或阻礙作用,主要通過公共機(jī)構(gòu)的用人機(jī)制、公共物品決策機(jī)制、公共資源配置機(jī)制和縱向橫向分工、分責(zé)、分權(quán)機(jī)制以及蘊(yùn)含于其中的激勵(lì)約束機(jī)制實(shí)現(xiàn)的理論推斷,以其中包含的五個(gè)機(jī)制為線索,就優(yōu)化公共經(jīng)濟(jì)生產(chǎn)方式的基本路徑進(jìn)行了系統(tǒng)的探討。
[Abstract]:The mode of production of public economy and public goods is an important issue that has not been studied and expounded by western economics and Marxist economics. However, the study of the mode of public economic production and its optimization is not only of great academic value to the construction of Marxist paradigm and the Chinese style of public economic theory system. And to promote the practice of national governance modernization has important reference value. On the basis of a tentative study of the composition, internal contradictions, classification of types and core elements of the mode of production of public economy, the public economic relations of production play an important role in promoting or hindering the productive forces. Mainly through the employment mechanism of public institutions, the decision-making mechanism of public goods, the mechanism of allocation of public resources and vertical horizontal division of labor, division of responsibilities, decentralization mechanism and the mechanism of incentive and restraint contained in the realization of the theoretical inference. Taking the five mechanisms involved as clues, this paper makes a systematic discussion on the basic path of optimizing the mode of production of public economy.
