【摘要】： 規(guī)模經(jīng)濟(jì)理論和范圍經(jīng)濟(jì)理論指出了自然壟斷行業(yè)存在的合理性,靜態(tài)邊界和動(dòng)態(tài)邊界理論提供了產(chǎn)業(yè)邊界的判斷依據(jù),公共利益理論和公共選擇理論闡述了當(dāng)市場(chǎng)機(jī)制本身無(wú)法實(shí)現(xiàn)有效的生產(chǎn)效率和分配效率時(shí),會(huì)產(chǎn)生政府進(jìn)行規(guī)制的客觀需求。 “馬歇爾困境”提出了在規(guī)模經(jīng)濟(jì)與競(jìng)爭(zhēng)活力之間實(shí)現(xiàn)兼顧的經(jīng)濟(jì)學(xué)難題,“有效競(jìng)爭(zhēng)”的概念為自然壟斷產(chǎn)業(yè)中非自然壟斷性業(yè)務(wù)引入適當(dāng)競(jìng)爭(zhēng)奠定了理論基礎(chǔ),區(qū)域間比較競(jìng)爭(zhēng)理論則對(duì)于自然壟斷產(chǎn)業(yè)中自然壟斷性業(yè)務(wù)的競(jìng)爭(zhēng)問(wèn)題提供了解決方案。 本文通過(guò)對(duì)于自然壟斷產(chǎn)業(yè)的國(guó)際比較活動(dòng)進(jìn)行研究,指出國(guó)際間比較是自然壟斷產(chǎn)業(yè)區(qū)域間比較的高級(jí)階段,論證了國(guó)際比較對(duì)于我國(guó)自然壟斷產(chǎn)業(yè)的進(jìn)步具有一定的促進(jìn)作用,指出作為政府規(guī)制的新手段,國(guó)際比較應(yīng)針對(duì)不同國(guó)家管制與放松的程度、政府規(guī)制的方法及市場(chǎng)環(huán)境的差異進(jìn)行適當(dāng)?shù)卣{(diào)整,以實(shí)現(xiàn)降低自然壟斷產(chǎn)業(yè)生產(chǎn)成本,實(shí)現(xiàn)有效的生產(chǎn)效率和分配效率的目的。 本文分析了國(guó)際比較活動(dòng)的標(biāo)準(zhǔn)流程、各階段的具體工作內(nèi)容及應(yīng)注意事項(xiàng),并通過(guò)自然壟斷產(chǎn)業(yè)中具體企業(yè)的實(shí)踐活動(dòng),對(duì)具體案例進(jìn)行了分析和總結(jié)。
[Abstract]:The scale economy theory and the scope economy theory point out the rationality of the existence of the natural monopoly industry, and the static boundary and the dynamic boundary theory provide the judgment basis of the industrial boundary. The theory of public interest and the theory of public choice explain that when the market mechanism itself can not realize effective production efficiency and distribution efficiency, it will produce the objective demand of government regulation. "Marshall's dilemma" puts forward a difficult economic problem to realize the balance between scale economy and competitive vitality. The concept of "effective competition" lays a theoretical foundation for the introduction of appropriate competition into non-natural monopoly business in natural monopoly industries. The theory of regional comparative competition provides a solution to the competition problem of natural monopoly business in natural monopoly industry. By studying the international comparative activities of natural monopoly industries, this paper points out that international comparison is the advanced stage of regional comparison of natural monopoly industries. This paper demonstrates that international comparison can promote the progress of natural monopoly industry in China, and points out that as a new means of government regulation, international comparison should be aimed at the degree of regulation and relaxation in different countries. The method of government regulation and the difference of market environment should be adjusted properly in order to reduce the production cost of natural monopoly industry and to realize the purpose of effective production efficiency and distribution efficiency. This paper analyzes the standard flow of the international comparison activities, the concrete contents of each stage and the matters needing attention, and analyzes and summarizes the concrete cases through the practical activities of the specific enterprises in the natural monopoly industry.
