先期技術(shù)演示驗(yàn)證項(xiàng)目管理控制技術(shù)研究

【摘要】: 本文以航空先期技術(shù)演示驗(yàn)證項(xiàng)目為研究對象,在分析航空預(yù)研單位管理現(xiàn)狀的基礎(chǔ)上,結(jié)合該類項(xiàng)目的特點(diǎn),對其管理重點(diǎn)和難點(diǎn)進(jìn)行了有針對性的深入研究。 鑒于目前科研院所在實(shí)施先期技術(shù)演示驗(yàn)證項(xiàng)目的過程中,,普遍追求高技術(shù)性能,較少強(qiáng)調(diào)經(jīng)費(fèi)、時(shí)間限制的狀況,本文對如何確定合適的項(xiàng)目工作范圍進(jìn)行了研究;針對部分科研單位對計(jì)劃重視不夠,計(jì)劃方法單一、不甚科學(xué)的狀況,進(jìn)行了項(xiàng)目計(jì)劃管理研究;針對先期技術(shù)演示驗(yàn)證項(xiàng)目試驗(yàn)件加工進(jìn)度控制難的問題,進(jìn)行了項(xiàng)目進(jìn)度控制研究;針對該類項(xiàng)目創(chuàng)新性強(qiáng)、風(fēng)險(xiǎn)因素多、技術(shù)風(fēng)險(xiǎn)較大的特點(diǎn),進(jìn)行了技術(shù)風(fēng)險(xiǎn)分析研究;針對當(dāng)前該類項(xiàng)目科技成果評價(jià)難度大、隨意性較大的現(xiàn)狀,進(jìn)行了項(xiàng)目科技成果評價(jià)研究。在研究過程中,本文采用定性、定量分析與實(shí)證研究相結(jié)合的方法,著重分析了引起問題的根本原因,提出了相應(yīng)的解決辦法,并應(yīng)用層次分析、綜合模糊評價(jià)、優(yōu)序數(shù)法和灰關(guān)聯(lián)分析等方法對一些問題進(jìn)行了定量研究。 通過以上研究工作,本文提出了綜合考慮項(xiàng)目三大目標(biāo)的技術(shù)方案選擇方法,建立了模型,以選擇合適的技術(shù)方案,為確定適當(dāng)?shù)捻?xiàng)目工作范圍提供依據(jù);分析了項(xiàng)目管理應(yīng)用的計(jì)劃方法和工具,并對先期技術(shù)演示驗(yàn)證項(xiàng)目計(jì)劃方法的選擇進(jìn)行了探討并提出建議;分析了對試驗(yàn)件承制廠進(jìn)行選擇的評價(jià)指標(biāo),建立了選擇模型,并詳細(xì)闡述了對進(jìn)度進(jìn)行有效控制的方法;建立了先期技術(shù)演示驗(yàn)證項(xiàng)目技術(shù)風(fēng)險(xiǎn)分析模型;最后,本文建立了科研成果定量評估模型并進(jìn)行了實(shí)例分析。
[Abstract]:Based on the analysis of the present situation of aviation pre-research unit management and the characteristics of this kind of project, this paper makes a targeted and in-depth study on the key and difficult points of aviation pre-technology demonstration and verification project. In view of the current scientific research institute in the implementation of advanced technology demonstration verification project, the general pursuit of high-tech performance, less emphasis on funding, time constraints, this paper studies how to determine the appropriate scope of the project; In view of the fact that some scientific research institutions pay less attention to the plan, the planning method is single and scientific, the project planning management research is carried out, and the difficulty of controlling the processing schedule of the test piece of the advanced technology demonstration project is pointed out. According to the characteristics of this kind of projects, such as strong innovation, many risk factors and large technical risk, the technical risk analysis and research are carried out, and it is difficult to evaluate the current scientific and technological achievements of this kind of projects. At present, the evaluation of scientific and technological achievements of the project is studied. In the course of the research, this paper adopts the methods of qualitative, quantitative analysis and empirical research, analyzes the root causes of the problem, puts forward the corresponding solutions, and applies the analytic hierarchy process to comprehensive fuzzy evaluation. Some problems are studied quantitatively by optimal ordinal method and grey correlation analysis. Through the above research work, this paper put forward a comprehensive consideration of the three major objectives of the project technical options selection method, set up a model to select the appropriate technical options, to determine the appropriate scope of the project to provide the basis; This paper analyzes the planning methods and tools of project management application, discusses the selection of project planning methods for advanced technical demonstration and verification, and puts forward some suggestions, analyzes the evaluation indexes for the selection of pilot plant, and establishes the selection model. The method of effective control of progress is described in detail; the technical risk analysis model of pre-technology demonstration and verification project is established; finally, the quantitative evaluation model of scientific research results is established and an example is analyzed.
