【摘要】： 本文從腐敗的含義、淵源、基礎(chǔ)和對社會經(jīng)濟(jì)的影響出發(fā)，用經(jīng)濟(jì)學(xué)的方法就腐敗的供求雙方?jīng)Q策和委托代理問題進(jìn)行分析，最后對腐敗的治理作一些探討。本文認(rèn)為腐敗最重要的根源是社會制度的缺陷，，政府對社會政治、經(jīng)濟(jì)資源的壟斷是腐敗產(chǎn)生的物質(zhì)基礎(chǔ)；不對稱的反腐敗收益與成本，使許多腐敗分子心存僥幸心理，是腐敗加劇的現(xiàn)實(shí)基礎(chǔ)；在一個既定社會，腐敗則是源于腐敗者的私人收益與成本之間巨大差距的一種合乎理性的抉擇。治理腐敗，核心是實(shí)行水平問責(zé)制，基石是構(gòu)建國家廉政體系，目標(biāo)是實(shí)現(xiàn)權(quán)力制衡。在我國當(dāng)前社會，反腐敗則需削減公共權(quán)力，完善公共財富管理；精簡政府機(jī)構(gòu)，公開辦事程序；完善法制建設(shè)，加大查處懲罰力度。
[Abstract]:Starting from the meaning, origin, foundation and influence on social economy of corruption, this paper analyzes the decision-making and principal-agent problems of both supply and demand sides of corruption by economic method. Finally, this paper discusses the governance of corruption. This paper holds that the most important source of corruption is the defects of social system, the monopoly of social political and economic resources by the government is the material basis of corruption, the asymmetric anti-corruption gains and costs, In an established society, corruption is a rational choice resulting from the huge gap between the private gains and the costs of the corruptors. The core is the implementation of horizontal accountability system, the cornerstone is to build a national clean government system, the goal is to achieve power checks and balances. In our current society, anti-corruption needs to reduce public power, improve the management of public wealth, streamline government institutions, open procedures; We will improve the construction of the legal system and increase the intensity of investigation and punishment.
