【摘要】：隨著經(jīng)濟全球化的到來，區(qū)域經(jīng)濟的全球化特征越來越顯著，區(qū)域競爭力正日益成為地區(qū)經(jīng)濟獲取國際競爭優(yōu)勢的決定性因素。本論文將區(qū)域競爭力的研究范圍界定為省級單位，區(qū)域競爭力，就是省級行政單位所轄地理區(qū)域在其所屬的大區(qū)域(國家)中資源優(yōu)化配置的能力。 區(qū)域競爭力問題綜合性強，內(nèi)容復雜，影響因素眾多，包括社會經(jīng)濟的方方面面：經(jīng)濟實力、產(chǎn)業(yè)和產(chǎn)業(yè)結(jié)構(gòu)、企業(yè)、科技、基礎設施、居民素質(zhì)、對外開放程度、環(huán)境質(zhì)量等。各因素相互作用、相互制約構(gòu)成一個具有自身的結(jié)構(gòu)、功能、運行機制等的復雜系統(tǒng)。 本論文認為，區(qū)域競爭力分析的基本框架為：區(qū)域競爭力分為直接競爭力和間接競爭力兩個層次，間接競爭力是直接競爭力的支撐力量。直接競爭力由產(chǎn)業(yè)競爭力、企業(yè)競爭力、國際競爭力構(gòu)成，它們直接反映區(qū)域競爭力的高低；間接競爭力由經(jīng)濟綜合實力競爭力、環(huán)境和基礎設施競爭力、人力資本競爭力和科技競爭力組成，它們作為區(qū)域競爭力的外部間接因素通過直接競爭力反映區(qū)域競爭力。直接競爭力和間接競爭力七大因素相輔相成，共同構(gòu)成區(qū)域競爭力分析框架的有機整體。 在區(qū)域競爭力分析的基本框架下，在大量反映區(qū)域經(jīng)濟的指標中進行篩選，設計出區(qū)域競爭力評價的指標體系。并將層次分析法引入?yún)^(qū)域競爭力的評價，根據(jù)評價指標體系的構(gòu)成確定遞階層次，構(gòu)造判斷矩陣，，通過計算相應的權(quán)重后進行分析評價。 論文以實證的形式用本論文提出的方法對東北三省區(qū)域競爭力進行評價，對評價結(jié)果進行了分析。在論文的最后對提升黑龍江省區(qū)域競爭力出相應對提升對策。
[Abstract]:With the advent of economic globalization, the characteristics of regional economic globalization are becoming more and more prominent. Regional competitiveness is increasingly becoming the decisive factor for regional economy to gain international competitive advantage. It is the ability of the provincial administrative unit to optimize the allocation of resources in the large area (country) under the jurisdiction of the provincial administrative unit. The problems of regional competitiveness are comprehensive, complex, and have many influencing factors, including economic strength, industry and industrial structure, enterprises, science and technology, infrastructure, residents' quality, and the degree of opening up to the outside world. Environmental quality and other factors interact and restrict each other to form a complex system with its own structure, function, operation mechanism, etc. In this paper, the basic framework of regional competitiveness analysis is as follows: regional competitiveness is divided into two levels: direct competitiveness and indirect competitiveness, indirect competitiveness is the supporting force of direct competitiveness. Enterprise competitiveness, international competitiveness, they directly reflect the level of regional competitiveness; indirect competitiveness consists of comprehensive economic competitiveness, environment and infrastructure competitiveness, human capital competitiveness and technological competitiveness, As the external indirect factors of regional competitiveness, they reflect the regional competitiveness through direct competitiveness. The seven factors of direct competitiveness and indirect competitiveness complement each other and together form an organic whole of the analysis framework of regional competitiveness. Under the basic framework of regional competitiveness analysis, the index system of regional competitiveness evaluation is designed by screening a large number of indicators reflecting regional economy, and the AHP is introduced into the evaluation of regional competitiveness. According to the composition of the evaluation index system, the hierarchical order is determined, the judgment matrix is constructed, and the corresponding weight is calculated to analyze and evaluate. The paper evaluates the regional competitiveness of three Northeast provinces by the method proposed in this paper, and analyzes the evaluation results. At the end of the paper, the corresponding countermeasures are put forward to promote the regional competitiveness of Heilongjiang Province.
