【摘要】：碳交易機(jī)制是一種利用市場(chǎng)手段解決資源環(huán)境問(wèn)題的重要途徑。本文在分析碳交易機(jī)制產(chǎn)生機(jī)理的基礎(chǔ)上,全面回顧了國(guó)內(nèi)外碳交易市場(chǎng)發(fā)展情況,基于緩解首都城市交通擁堵、大氣污染、資源供需緊張等城市病的目的,就針對(duì)在全市交通、能源等相關(guān)領(lǐng)域引入個(gè)人碳交易機(jī)制的核心要素進(jìn)行了初步設(shè)計(jì),并在法規(guī)依據(jù)、基礎(chǔ)數(shù)據(jù)、配套政策、信息接入等方面提出了相關(guān)建議,以求推動(dòng)相關(guān)研究和實(shí)踐工作的深入開(kāi)展。
[Abstract]:Carbon trading mechanism is an important way to solve the problem of resource and environment by means of market. Based on the analysis of the mechanism of carbon trading mechanism, this paper reviews the development of carbon trading market at home and abroad, and aims at alleviating urban diseases such as traffic congestion, air pollution and shortage of resources supply and demand in capital cities. This paper makes a preliminary design of the core elements of the introduction of the personal carbon trading mechanism in the related fields of transportation and energy in the whole city, and puts forward some suggestions on the basis of laws and regulations, basic data, supporting policies, information access, and so on. In order to promote the relevant research and practical work in-depth development.
