【摘要】：隨著我國(guó)新型城鎮(zhèn)化建設(shè)進(jìn)程的加快，兵團(tuán)城鎮(zhèn)化建設(shè)工作也穩(wěn)步推進(jìn)。兵團(tuán)特有的發(fā)展機(jī)遇、歷史使命以及重要的戰(zhàn)略地位，決定著兵團(tuán)實(shí)施富有兵團(tuán)特色的城鎮(zhèn)化發(fā)展的重要性。如何將維穩(wěn)戍邊、促進(jìn)民族融合的獨(dú)特使命與現(xiàn)代化市場(chǎng)經(jīng)濟(jì)飛躍發(fā)展，以及如何將以人為本的城鎮(zhèn)化建設(shè)理念同兵團(tuán)城鎮(zhèn)化事業(yè)的發(fā)展有效結(jié)合起來，本文以第一師阿拉爾市城鎮(zhèn)化建設(shè)為研究對(duì)象，探索符合兵團(tuán)實(shí)際的城鎮(zhèn)發(fā)展模式，將會(huì)給出合理的意見。 新疆工作座談會(huì)上，黨中央做出了推進(jìn)新疆跨越式發(fā)展和長(zhǎng)治久安的戰(zhàn)略部署，兵團(tuán)以加速城鎮(zhèn)化發(fā)展為首的三化建設(shè)作為轉(zhuǎn)變兵團(tuán)發(fā)展方式、實(shí)現(xiàn)跨越式發(fā)展的根本途徑，建設(shè)一條符合兵團(tuán)實(shí)際、獨(dú)具兵團(tuán)特點(diǎn)的城鎮(zhèn)化建設(shè)道路，是實(shí)現(xiàn)新疆大環(huán)境下全面建設(shè)小康社會(huì)的必然趨勢(shì)�，F(xiàn)階段，改變屯墾方式，重塑戍邊載體，將成為兵團(tuán)今后發(fā)展的必然趨勢(shì)。以城鎮(zhèn)化建設(shè)為主要載體，積極推進(jìn)兵團(tuán)三化事業(yè)建設(shè)步伐，既可以加速推進(jìn)兵團(tuán)現(xiàn)代化發(fā)展及生產(chǎn)方式的轉(zhuǎn)變，體系又可以為兵團(tuán)的跨越式發(fā)展提供強(qiáng)大的推動(dòng)力。因此，運(yùn)用實(shí)證研究方法，研究以阿拉爾為兵團(tuán)城市典型代表的阿拉爾市城鎮(zhèn)化建設(shè)，對(duì)實(shí)現(xiàn)兵團(tuán)新型城鎮(zhèn)化建設(shè)的戰(zhàn)略目標(biāo)和推進(jìn)兵團(tuán)城市功能向建城戍邊的轉(zhuǎn)變具有重要的現(xiàn)實(shí)意義。 本文在試圖了解兵團(tuán)第一師阿拉爾市城鎮(zhèn)化建設(shè)中存在的突出問題的基礎(chǔ)上，剖析了阿拉爾市城鎮(zhèn)化建設(shè)進(jìn)程中的制約因素，，通過對(duì)阿拉爾市城鎮(zhèn)化建設(shè)的發(fā)展現(xiàn)狀的了解，分析城鎮(zhèn)化發(fā)展過程中出現(xiàn)的體制運(yùn)行不穩(wěn)定、基礎(chǔ)設(shè)施落后、公共服務(wù)較為缺乏等衡量城鎮(zhèn)化發(fā)展關(guān)鍵的問題，提出相應(yīng)解決問題的對(duì)策建議，一方面希望對(duì)阿拉爾市城鎮(zhèn)化水平的提高有一定的幫助作用，另一方面希望能對(duì)帶動(dòng)一師乃至全兵團(tuán)城鎮(zhèn)化發(fā)展有一定的借鑒意義，讓兵團(tuán)的城鎮(zhèn)化建設(shè)更好的體現(xiàn)出自身的特色，從而為兵團(tuán)早日實(shí)現(xiàn)全面建設(shè)小康社會(huì)和保證兵團(tuán)發(fā)展的長(zhǎng)治久安提供良好的發(fā)展平臺(tái)。
[Abstract]:With the acceleration of the construction process of new urbanization in China, the work of urbanization of bingtuan has been steadily promoted. The unique development opportunity, historical mission and important strategic position of bingtuan determine the importance of carrying out urbanization with the characteristics of bingtuan. How to maintain stability and garrison the border, promote the unique mission of national integration and the rapid development of a modern market economy, and how to effectively combine the concept of people-oriented urbanization construction with the development of the urbanization cause of the bingtuan. This paper takes the urbanization construction of the first division of Alar as the research object, explores the urban development mode which accords with the actual situation of the bingtuan, and will give some reasonable opinions. At the Xinjiang work Symposium, the CPC Central Committee made a strategic plan to promote the leap-forward development and long-term stability of Xinjiang, and the three chemical construction of the Corps, headed by accelerating the development of urbanization, was the fundamental way to change the development mode of the Corps and realize the leap-forward development. It is an inevitable trend to build a well-off society in Xinjiang in an all-round way, which accords with the actual situation of bingtuan and has the unique characteristics of bingtuan. At present, changing the way of land reclamation and reshaping the carrier of border garrison will be the inevitable trend of the development of military regiment in the future. Taking the urbanization construction as the main carrier and actively promoting the construction of the three chemical undertakings of the bingtuan, it can not only accelerate the modernization development and the transformation of the mode of production of the bingtuan, but also provide a powerful driving force for the leap-forward development of the bingtuan. Therefore, using the empirical research method, this paper studies the urbanization construction of Alar city, which takes Alar as the typical representative of the bingtuan city. It is of great practical significance to realize the strategic goal of the new urbanization construction of the bingtuan and to promote the transformation of the city function of the bingtuan to the construction of the city and garrison the border. On the basis of trying to understand the outstanding problems existing in the urbanization construction of Alar City of the first Division of the Corps, this paper analyzes the restrictive factors in the process of the urbanization construction of Alar City, and through the understanding of the present situation of the development of the urbanization construction of Alar City, This paper analyzes the key problems in the development of urbanization, such as unstable system operation, backward infrastructure, lack of public services and so on, and puts forward corresponding countermeasures and suggestions to solve the problems. On the one hand, I hope to help improve the level of urbanization in Alar, on the other hand, I hope it can be used for reference to drive the urbanization development of the 1st Division and even the whole military regiment. Let the urbanization construction of the bingtuan better reflect its own characteristics, thus providing a good development platform for the bingtuan to realize building a well-off society in an all-round way and to ensure the long-term stability of the development of the bingtuan as soon as possible.
