【摘要】：隨著我國(guó)城市化建設(shè)的快速推進(jìn),人口的急劇擴(kuò)張,一些開(kāi)發(fā)區(qū),新區(qū)城市的不斷出現(xiàn),再加上政府政績(jī)工程的需要,建設(shè)用地的需求與有限的土地資源之間的矛盾愈加明顯。經(jīng)濟(jì)要發(fā)展,城市要建設(shè),耕地和生態(tài)環(huán)境要保護(hù),如何解決這一問(wèn)題,實(shí)現(xiàn)土地資源節(jié)約集約利用,達(dá)到經(jīng)濟(jì)的可持續(xù)發(fā)展,國(guó)內(nèi)外學(xué)者對(duì)此進(jìn)行了深入的研究和分析。 本文結(jié)合舟山新區(qū)即舟山群島新區(qū)特有的地理位置,戰(zhàn)略地位,城市化建設(shè)及土地利用現(xiàn)狀,在大量閱讀國(guó)內(nèi)外文獻(xiàn)和舟山本地實(shí)踐調(diào)查的基礎(chǔ)上,運(yùn)用文獻(xiàn)檢索、歸納演繹、層次分析、實(shí)證研究、比較研究等方法,歸納演繹了土地集約利用與可持續(xù)發(fā)展內(nèi)涵,總結(jié)了國(guó)內(nèi)外土地集約利用和可持續(xù)性發(fā)展現(xiàn)狀,并通過(guò)實(shí)證研究與比較分析同舟山群島內(nèi)外環(huán)境相似的國(guó)家、區(qū)域典型范例,提出舟山新區(qū)目前乃至未來(lái)土地利用的方向和措施,為舟山新區(qū)改變土地資源低效粗放利用,實(shí)現(xiàn)土地利用可持續(xù)發(fā)展提供重要的理論價(jià)值和實(shí)踐指導(dǎo)意義。 本文從四個(gè)部分進(jìn)行論述： 第一部分,提出土地節(jié)約集約利用與可持續(xù)發(fā)展的必要性和重要性,并對(duì)國(guó)內(nèi)外土地集約利用和可持續(xù)發(fā)展研究進(jìn)行溯源和概括,以期在本研究中有所借鑒。 第二部分,對(duì)土地集約利用及可持續(xù)發(fā)展內(nèi)涵進(jìn)行了界定,并對(duì)兩者之間的關(guān)系進(jìn)行了鉤稽。對(duì)相關(guān)理論進(jìn)行了回顧,如區(qū)位論、地租地價(jià)論、城市規(guī)劃理論、可持續(xù)發(fā)展理論、公共政策分析理論。 第三部分,闡述了舟山新區(qū)土地利用現(xiàn)狀及特點(diǎn),對(duì)土地集約度進(jìn)行了評(píng)價(jià),提出目前舟山群島土地利用中存在的問(wèn)題,并對(duì)存在的問(wèn)題進(jìn)行了原因分析。 第四部分,針對(duì)舟山新區(qū)土地可持續(xù)利用水平存在問(wèn)題分析的基礎(chǔ)上,從更新土地利用的價(jià)值取向、加強(qiáng)政策制定與管理及土地利用的具體措施等方面提出了實(shí)現(xiàn)土地可持續(xù)利用的對(duì)策及建議。
[Abstract]:With the rapid development of urbanization in China, the rapid expansion of population, the continuous emergence of some development zones and cities in new districts, and the need of government performance projects, the contradiction between the demand for construction land and the limited land resources is becoming more and more obvious. Economic development, urban construction, cultivated land and ecological environment should be protected. How to solve this problem, how to economize and intensive use of land resources and achieve sustainable economic development has been deeply studied and analyzed by domestic and foreign scholars. Combined with the unique geographical location, strategic position, urbanization construction and land use status of Zhoushan New area, this paper, on the basis of reading a large number of domestic and foreign literature and local practice investigation in Zhoushan, uses literature retrieval to sum up and deduce. This paper summarizes the connotation of intensive land use and sustainable development, and summarizes the present situation of intensive land use and sustainable development at home and abroad. Based on the empirical study and comparative analysis of the typical examples of countries and regions similar to those in Zhoushan archipelago, the paper puts forward the direction and measures of land use in Zhoushan New area at present and in the future, in order to change the low efficiency and extensive utilization of land resources in Zhoushan New area. The realization of land use sustainable development provides important theoretical value and practical significance. This paper discusses from four parts: in the first part, the necessity and importance of intensive land use and sustainable development are put forward, and the research on intensive land use and sustainable development at home and abroad is traced and summarized. In order to use for reference in this study. In the second part, the intension of intensive land use and sustainable development is defined, and the relationship between them is discussed. The related theories, such as location theory, land rent theory, urban planning theory, sustainable development theory and public policy analysis theory, are reviewed. The third part expounds the present situation and characteristics of land use in Zhoushan New area, evaluates the land intensive degree, puts forward the existing problems in the land use of Zhoushan Islands, and analyzes the causes of the existing problems. The fourth part, based on the analysis of the existing problems in the level of sustainable land use in Zhoushan New District, from the perspective of renewing the value orientation of land use, The countermeasures and suggestions to realize the sustainable land use are put forward in the aspects of strengthening the policy formulation and management and the concrete measures of land use.
