【摘要】：近年來(lái),隨著城市的發(fā)展,建筑環(huán)境惡劣、基礎(chǔ)設(shè)施配套不完善、居住擁擠的棚戶區(qū)阻礙了城市整體的發(fā)展與經(jīng)濟(jì)效益,越來(lái)越受到政府的關(guān)注。為了改善城市建設(shè)環(huán)境,促進(jìn)城市更好的發(fā)展,濟(jì)南市政府對(duì)城市多數(shù)棚戶區(qū)進(jìn)行了改造。 由于棚戶區(qū)改造的是一項(xiàng)復(fù)雜的系統(tǒng)工程,涉及前期策劃、拆遷、土地收儲(chǔ)、投融資、勘察設(shè)計(jì)、施工建設(shè)、回遷安置、物業(yè)管理等多方面,具有工期緊、開發(fā)片區(qū)多、任務(wù)重、參建單位多、協(xié)調(diào)困難等管理特點(diǎn)。在實(shí)際實(shí)施過程中遇到了一些難題,走了不少的彎路,如缺乏合理有效的改造模式、融資模式單一、補(bǔ)償不到位、政策制度不完善、民生保障不健全等制約棚戶區(qū)改造的順利有序開展。 通過研究國(guó)內(nèi)外棚戶區(qū)改造的理論和實(shí)踐,結(jié)合目前濟(jì)南市棚戶區(qū)改造項(xiàng)目,深入研究濟(jì)南市棚戶區(qū)改造過程中發(fā)生的主要問題及提出的解決措施。對(duì)于棚戶區(qū)改造的融資模式、改造保障措施、拆遷與民生保障機(jī)制、工程建設(shè)管理模式等進(jìn)行深入的分析總結(jié),用于指導(dǎo)濟(jì)南市棚戶區(qū)改造項(xiàng)目,并將濟(jì)南市棚戶區(qū)改造工作提升到理論層次,力求對(duì)全國(guó)棚戶區(qū)改造項(xiàng)目提供一定的參考價(jià)值,為我國(guó)的城市化進(jìn)程和城市建設(shè)發(fā)展做出重要貢獻(xiàn)。 本文研究?jī)?nèi)容主要分為以下幾點(diǎn)：首先通過對(duì)國(guó)內(nèi)外棚戶區(qū)改造相關(guān)理論與實(shí)踐的分析研究,分析目前理論的發(fā)展程度與不足所在；其次對(duì)濟(jì)南市目前棚戶區(qū)改造現(xiàn)狀及出現(xiàn)的問題進(jìn)行分析；最后以濟(jì)南市棚戶區(qū)改造項(xiàng)目為背景,探索濟(jì)南市棚戶區(qū)改造的組織保障、融資模式、拆遷與民生保障、建設(shè)管理模式等內(nèi)容,力求構(gòu)建一套完整的棚戶區(qū)改造模式。
[Abstract]:In recent years, with the development of the city, the construction environment is bad, the infrastructure is not perfect, and the crowded shantytowns hinder the development and economic benefit of the city as a whole, so the government pays more and more attention to it. In order to improve the urban construction environment and promote the better development of the city, the Jinan Municipal Government has reformed most of the urban shantytowns. Because the reconstruction of shantytowns is a complex systematic project involving early planning, demolition, land storage, investment and financing, survey and design, construction, relocation, property management, etc., it has a tight construction period and many development areas. Heavy tasks, more units to participate in the construction, coordination difficulties and other management characteristics. In the actual implementation process encountered some difficulties, took a lot of detours, such as the lack of a reasonable and effective transformation model, financing model is single, compensation is not in place, the policy system is not perfect, Livelihood protection is not sound and other constraints on the smooth and orderly transformation of shantytowns. By studying the theory and practice of shantytown reconstruction at home and abroad, combining with the current shantytown reconstruction project in Jinan, the main problems occurred in the process of shantytown reconstruction in Jinan city and the solutions proposed are studied in depth. For the shantytown reconstruction financing mode, the reconstruction safeguard measure, the demolition and the livelihood safeguard mechanism, the project construction management pattern and so on carries on the thorough analysis summary, uses in the guidance Jinan shantytown reconstruction project, And the reconstruction of shanty towns in Jinan is promoted to the theoretical level in order to provide a certain reference value for the national shantytown reconstruction projects and make important contributions to the urbanization process and the urban construction and development of our country. The main research contents of this paper are as follows: firstly, through the analysis and research on the theory and practice of shantytown reconstruction at home and abroad, the author analyzes the development degree and deficiency of the current theory; Secondly, it analyzes the current situation and problems of shantytown reconstruction in Jinan. Finally, with the background of the shantytown reconstruction project in Jinan, this paper explores the organizational guarantee, financing mode, demolition and livelihood protection, construction management mode of the shantytown reconstruction in Jinan, and tries to construct a complete shantytown reconstruction model.
